Since the 90s of the 20th century, along with the accelerated process of economic globalization, increasing competition for resources evolved into competition for talents in nowadays, and international talents has become the core of competitiveness. Government, famous enterprises, human resources experts, university teachers and experts in the field of higher education theory all wanted to reveal the general qualities and features of internationalized talents during the past years, whereas researches on Internationalized Talents Training Targets are just keeping at the level of Key Words.The Research on Internationalized Talents Training Standards, one of the topics of the National 211 Universities Construction Projects undertaken by SISU, which is aimed to get internationalized talents' general required qualities by two researchers' independent studies through questionnaires and expert interviews, and then establish the internationalized talents training targets system of higher education for SISU and even other universities' internationalized talents training and curriculum system construction reforms.As one of the researchers on this subject, firstly the author reviews the concepts of internationalized talents, quality, index system and so on, and describes status and achievements of internationalized talents training research through literature research. And then through questionnaires and expert (in the field of higher education theory, government departments, enterprises and so on) interviews, the author collates and analyses the general requirements and indicators of qualities and capacities of international talents. After comparative study of training targets with some famous universities at home and abroad, combining with previous study results, finally the author builds a internationalized talents training targets system of higher education considering the actual situation of Shanghai International Studies University. From personal and social development needs two points of view, the index system covers knowledge, skills; emotions, attitudes, values; vocational skills; professional ethics and norms these four dimensions with total of 26 internationalized talents quality and capacity indicators (such as international language communication skills, international exposure and global awareness), and compiles the main observation points and training recommendations for each indicator.
