In the twenty-first century, the competition among higher-education institutions became more and more intense, and every institution realized the importance of talents, so the local college and university took different measures to strengthen the introduction of talents. However, influenced by subjective and objective factors, the local colleges and universities are facing a lot of problems which affected the enthusiasm of the talents and competitiveness of higher-education institutions. Under these circumstances, this paper has more practical values, and it will help to transform the concepts of talents at higher-education institutions, and to innovate the work mechanism of talents, and to institutionalize the talent introduction at local colleges and universities, and to avoid the losses caused by opportunism behaviour.The problems in the talent introduction at local colleges and universities were investigated using literature, interview and questionnaire methods. The existing problems include the backwardness in talent concept, talent introduction and management system; imperfect regulations in talent introduction and management; talent environment to be improved; emphasis on the introduction and negligence on the development; lack of supervision mechanism of talent introduction; the professionalism to be improved in the introduction of talents.The reasons for these problems are lack of scientific plan; lack of supervision mechanism for the opportunism behavior, inadaptability between management system and social development and reform which include higher education; lack of professionalism for the talents.Based on the analysis of the problems existing in the talent introduction at the local colleges and universities, and according to the related theories, the authors proposed some suggestions and countermeasures such as transformation of concept, reform of management system, establishment and perfection of regulations for talent introduction and management, improvement of talent environment, and upgrading of professionalism for the administrators.
