At present, China will build a new socialist countryside as an important strategic economic and social development goals, to speed up the development of urban and rural integration, efforts to promote all undertakings in rural areas the pace of building. However, because of the history, reality, and many other factors, China's rural basic education, especially secondary vocational education in rural areas is relatively weak, largely restrict rural labor force to improve the quality of the transfer of rural surplus labor force and the overall pace of building a socialist new countryside. Therefore, to develop secondary vocational education for the rural areas, and further establish and improve human resources in rural areas of vocational education and training system to strengthen the training of human resources in rural areas, for improving the quality of workers and promoting the pace of urbanization and the construction of new socialist countryside with direct, practical significance of the development of secondary vocational education is the development of rural human resources, one of the most effective way. On this study is concerned, from the theoretical level, in-depth analysis of secondary vocational education and the relationship between human resources in rural areas, existing problems, and thus set forth a constructive interaction between the two policy proposals with a view to the country's educational development and rural human resources developed to provide decision-making. This paper begins by describing the secondary vocational education and rural human resources, the relationship between the historical background, research significance and theoretical innovation points, both at home and abroad and then an overview of research in theoretical developments, and then the United States, Germany, Japan, South Korea, successful example of advanced countries to conduct research and analysis, summarized the development of vocational education development in rural human resources important lesson:First, solve the problem is a prerequisite for legislative protection; 2 because of the situation and needs into different categories, improve the system, and constantly adapt to market demands is a direction; third is the introduction of competition mechanism, do a good job with, is to improve the quality of human resources an important measure; 4 is individualized, according to local conditions, is the key to good education and training links. On this basis, careful research and analysis of China's rural human resources, development of secondary vocational education, the development of the status quo, existing problems and the need for the two to establish a secondary vocational education on the development of human resources in rural areas of importance, urgency and necessity, human resources development in rural areas can not do without the basic thesis of secondary vocational education. Thus, in the end of this article, focusing on developing the secondary vocational education, development of rural human resources, basic strategy, important system and the main measures, namely, to adhere to the people-oriented, strengthen government functions and to play under the guidance of the principle of social functions, and continuously strengthen the government, the market, schools, social subjects in the development of secondary vocational education in rural human resources development of the system supporting the building of intensity, then presents a five-point policy proposals:First, the relevant government departments should further do a good job overall planning, and effectively strengthen macro-control efforts for secondary vocational education development of rural human resources to provide support; 2 is to further increase investment in secondary vocational education in rural areas, improve its human resources in the development of rural areas of strength; third is to further reform the traditional system of education and teaching, and continuously enhance the market for secondary vocational education, ability to adapt; Fourth, we should focus on highlighting the usefulness of secondary vocational education and skills-based features; 5 is a positive to build rural tele-education network, and further enhance the effectiveness of secondary vocational education in rural areas.
