China's rural areas and farmers is a measure of the economic development situation of China's important indicator of agricultural development,but the criteria for the assessment can not be limited of the level of economic development. Economic development depended on the development of modern science and technology, and education is a powerful factor in promoting scientific and technological development. This paper linked to the rural reality of secondary vocational education in rural areas from the perspective of the development of education.Firstly, based on the current actual situation in rural areas, this paper analyse and come to the conclusion that rural secondary vocational education played a significant role in rural development and rural human resource development.The aim is to raise awareness of vocational education and get rid of prejudice in it,especially the importance of vocational education in rural areas.Through a lot of reading, this paper introduced the concept of vocational education in rural areas, rural secondary vocational education and rural industrial structure,then deeply analyzed the current focus on secondary vocational education in China's rural problems, such as there is a certain prejudice, national policy and funding support needs to be improved and the construction of teachers is still an important issue to be solved. Also it is necessary to analyze the running mode of the secondary vocational education in rural areas.This paper introduced three representative modes,such as the school-enterprise cooperation, localization and co-educational school mode. We would also learn the experience of other countries actively,applied to the development of secondary vocational education in rural areas selectively.It is also necessary to study the reference and analysis of the German dual system, the United States of cooperative education and community colleges as well as the development of the Australian TAFE College.For the construction of new countryside and building a moderately prosperous society, rural secondary vocational education can not simply meet the status in the whole environment, it has to pursue higher level goals. Therefore this paper analyzed the current situation at the present stage and development of human resources in rural areas,that is an important goal of positioning in the reality of secondary vocational education in rural areas, which contribute to the development of human resources in the rural areas.Based on the analysis of the above aspects,taking into account innovation, the paper highlighted the macro and micro considerations of countermeasures.The macro level is to play the role of government regulation,building a new system of secondary vocational education in rural areas,changing running mode of rural secondary vocational schools, to carry out the training of farmers in rural areas focusing on adult education, to establish a flexible system of rural labor mobility and strengthen the moral education.Microscopic approach is to strengthen the"Double-quality"teachers based on the rural reality,to build the flexible educational system by based on rural industrial structure,to enhance the training of rural practical skills and training new farmers.It is believed that development of rural secondary vocational education will become more perfect and better for the development of rural areas contribution through this two-pronged approach.
