With the arrival of knowledge economy era,knowledge has been the main motive force that promotes social productivity development. Accordingly, high-quality talents as the carrier of knowledge have been the strategic resources which make dramatic effect on the nation's comprehensive national strength. The national competitiveness enhancement depends on the development of regional economy. Therefore, every country attaches more importance to the research on regional talent resource development and attracts and keeps the talent people as much as possible. After China's reform and development, our government increasingly realized the importance of talent resource promoting the economy development and made a series of strategy such as the strategy of developing the country through science and education, the strategy of reinvigorating China through human resource development. However, the successes of these strategies need the policy making successfully in every region. At present, the level of the regional talent resource development in our country has a big gap in comparison with that of the developed countries. Therefore, how to establish the talent resource development model based on the regional characteristics has been a critical problem determining the success of Chinese development strategy.Taking Lianyungang city as research object, this essay focused on the talent resource development tactics. First of all, through the literature research, this essay defined the relative concepts and summarized the latest achievement both domestic and abroad. Then, this essay analyzed the status of talent resource development in Lianyungang city. Finally, in order to solve the problems in talent resource development in Lianyungang city, a series of suggestions were proposed from three aspects which referred to human resource configuration, human resource structure and human resource mechanism. These suggestions were not only helpful for promoting the level of talent resource development in Lianyungang city but also had reference value to other underdevelopment areas.
