Study On The Countermeasures Of Promoting Talents Development In Fuxin City

Under the new situation of economic globalization,rapid development of science and technology,and increasingly fierce international competition,talents are highly concerned and valued by the society.They are regarded as the most active advanced productivity by many companies,and as important strategic resource by many countries.CPC and China also give much attention and support to talents,and come up with the great-power stratagem through talents.For Fuxin,a resource-exhausted city,many problems seriously affect the healthy development of the city,such as underdeveloped economy,difficult introduction of talents,serious brain drain,and so on.How to solve the problem of talent development in Fuxin is of great significance to the sustainable development of the city.Based on the research on the influencing factors of talent development at home and abroad,and the theories of talent development,human capital,talent strategy,the thesis finds out the existing problems in talent development of Fuxin,such as the relatively small total amount of talents,the unreasonable talent structure,the unsound talent system and the imperfect social service system.The thesis analyzes the reasons of these problems from the aspects of Fuxin's environment,system and concept.The thesis uses literature analysis and investigation method,such as comprehensive analysis,comparative analysis and other ways to analyze the situation and affecting factors of local talent cultivation and development.On this basis,it draws the countermeasures of promoting talent development in Fuxin.(1)Through improving innovation and entrepreneurship policy security system and public service system,to establish talents development mechanism,strenthen service carrier construction,create a strong atmosphere of innovation and entrepreneurship,and to perfect talent cultivation and development public service system.(2)Through establishing evaluation standards for talents,strengthening relative research on evaluation of talent development,promoting the development of the third party evaluation mechanism and other methods,to conduct organizational assessment of talents.(3)Focus on the construction of key industries to make full use of existing talent team,actively train and introduce various types of talents,creat better environment for talent cultivation and development,and provide safeguards for promoting talent development of Fuxin.
