As the first resource, talents are the ultimate driving force promoting national scientific and technological progress and economic development. The gathering of innovative talents, the formation of innovative teams, are very important for the construction of technological innovation system of a region, the transformation and upgrading of industrial structure, and the shifting of economic growth pattern. Talent is the subject of technological innovation. Many scholars studied the relevant content about the talents gathering. These studies do have wide perspectives, but most are theoretical and qualitative analysis. Empirical analysis needs to be strengthened. Based on "the strategy of revitalizing China through science and education " and "the strategy of revitalizing China through talents", this thesis empirically analysis the relationship between talents gathering and technological innovation. The positive effects of talents gathering promote scientific and technological innovation greatly. Technological funds also have important role in the innovation output. The construction of technology innovation system provides a platform for the individual development and a good environment for talents gathering. So, from the perspective of talents gathering, formulating corresponding policy of attracting and incentive talents, and retaining and using talent reasonably has a very important role for the optimization of technology innovation system.Based on the correlation theory about human capital, agglomeration economics, innovation economics, do empirical analysis about talents gathering of thirty provinces and Guangxi in national provincial competition pattern. Firstly, for the provincial samples, use the concentration coefficient method to calculate the overall situation of national talents gathering. Then, use the factor analysis method to calculate the ranking situation of national regions' talents gathering. Finally, do regression analysis about the national innovation output and talent quantity, talents quality, technological funds. For the sample of Guangxi, firstly use time series analysis method, to do the regression analysis about the national innovation output and the number of scientists and engineers in Guangxi, the level of average education of the employees, technological funds in Guangxi. Then, using section analysis method, empirical analysis about the influence of the innovation output to the different characteristics of innovative talents of Guangxi is done. Finally, based on the empirical results, the paper put forward countermeasures and suggestions about promoting talents gathering and construction of technological innovation system in Guangxi.The main conclusions of the thesis are as follows:(1) the overall level of talents gathering is low. In 2008, the top six innovative talents of the national regions are as follows:Guangdong, Beijing, Jiangsu, Shanghai, Shandong, and Zhejiang. Guangxi is on the 26th level. The level of the technological investment in the national regions, and the impact of technological investment on innovation output of Guangxi are in backward level. So the government of Guangxi should make great efforts to attract talent, Increase investment, advance scientific and technological innovation system. (2) Between 1990 and 2009, the number of scientists and engineers in Guangxi, the level of average education of the employees have significant role in promoting innovative output. Human capital makes more contribution for innovative output than physical capital. In 2006, the male entrepreneurs promote innovative output evidently, women entrepreneurs for innovative output is not significant. The size of the enterprise is larger, the less innovative output. The entrepreneurs ageing from 29 to 59 have positive effect for innovation output. For the older entrepreneurs in the ages of 29 to 59, the bigger the elasticity coefficients become, the greater the significant influence on the innovative output is. The effect of different education degrees of entrepreneurs on innovation output is:college>doctor>master>bachelor.
