Research On High-level Talents Gathering In County-level Cities

With the thorough implementation of the strategy of reinvigorating China through talents development and acceleration of the transformation of economic development pattern, talents are becoming more and more critical in promoting local economic development. All cities have issued consecutively a series of talents policies, including increased incentives and assistance, improved working and living conditions, and better service quality for talents, and widely attracted various high-level talents in entrepreneurial innovation, to propel high-level talents gathering in the region, form highlands for talents competition, further enhance comprehensive competitiveness, and accelerate reform and innovation, and transformation and upgrading.County economy is a basic unit and an important component of the national economy. It features in a dynamic private economy. To foster a soundly and rapidly developing county-level economy to promote fundamentally a prosperous and strong China, companies shall positively play a dominant role, besides the correct guidance by the government, and the key lies in talents. Compared with large and medium-sized cities, county-level cities are relatively less attractive to talents, and they are faced with more problems and challenges in gathering high-level talents. Therefore, the research value and practical significance of high-level talents gathering in county-level cities lies in how to overcome the problems in gathering talents to promote economic development.This thesis is based on the practices by Yuyao City, Zhejiang Province in gathering high-level talents. Through SWOT analysis, it analyzes the competitive advantages of the city’s talents management, existing problems as well as the opportunities and challenges it encounters. Meanwhile, by learning from successful experience of other regions, it puts forward improved solutions and measures for gathering high-level talents in county-level cities. The thesis is supposed to offer useful inspirations for gathering high-level talents in county-level cities and enhancing transformation of economic development under the background of increasingly intense competition for talents.
