At present, under the leadership of the centre government of CPC, the Chinese people are striding toward the goal of building the "socialist harmonious society", which is characterized with harmonious interpersonal relationship. It is a gradual progress to develop harmony from the individuals to interpersonal relationship to the whole society. Education, social system's important component, should serve for the construction of "the harmonious society". While schools are the foundational organizations of the education, institution of higher education gathering culture, knowledge and talents is the significant part of socialist harmonious society. The harmony of institution of higher education is closely linked with the interpersonal relationship within the campus. Only with the good relationship, harmony and unity can a school be "prosperous". Whereas the newly-established universities are still very weak, how shall we strengthen them and promote the development of institution of higher education and of the social harmony. Hereby, the author starts from the point of constructing harmonious interpersonal relationship to study the comprehensive, harmonious and sustainable development of those newly-established universities.This paper, mainly based on the theory of socialist harmony, explains the necessity and significance of constructing harmonious interpersonal relationship in newly-established universities and analyses the phenomena and causes of the disharmony and put forward some practical measures according to the Confucius harmonious ideologies. This paper is divided into four parts:the first part definites the harmonious interpersonal relationship between the new and old universities. There are common grounds and differences in construction of harmonious interpersonal relationship due to the historic and realistic conditions. The common grounds are:first, the subjects of constructing harmonious interpersonal relationship are the same, constructing the harmonious relationship between cadres and masses, teachers and students; second, the setting of organs in both new and old universities are similar, implementing principal responsibility system under the leadership of party committee which more or less has the similar influence on constructing harmonious interpersonal relationship;Third, the features of constructing harmonious interpersonal relationship are resemblant. However, after all, the new and old universities have difference in teaching experience and resources, management abilities, campus harmony etc. Meanwhile, the newly-established universities, instead of simply enlarging or expanding the previous vocational schools and colleges, have their own characteristics. Therefore, the differences in constructing harmonious interpersonal relationship still exist:First, the structure of the teacher staff in the old universities is relatively simple, though there are differences in the knowledge structure, professional titles and education; it is one of the differences between new and experienced teachers.In the newly-established universities, there are also similar problems of knowledge structure, professional titles, education, and scientific research capability among teachers. But, because of the different school rankings before the merger, it appears that scholars tend to scorn each other. Those teachers from the superior schools, especially those who possess higher professional titles and education, even those elder ones look down upon others. Those who are from the inferior schools, on one hand, feel self-abased at their knowledge, professional titles and education, one the other hand, they feel isolated because their schools have been merged, which affects the construction of harmonious interpersonal relationship. Second, the history of school and the democratic atmosphere in new and old universities are different. The old universities have longer history, richer cultural accumulation, and stronger democratic atmosphere, a smoother channel for experts, professors and teaching staff to participate in democratic management. The newly-established universities are lack of teaching concepts of higher education because they have been long engaged in vocational or secondary education. In addition, long-term reliance on local governments leads to the conspicuousness of bureaucracy. The newly-established universities have weaker democratic concepts and atmosphere, fewer and less unimpeded channels for experts, professors and teaching staff to participate in democratic management. Consequently, democratic equality is one of the important pursuits of harmonious interpersonal relationship construction. And, the emphases on construction of harmonious interpersonal relationship are different in new and old universities.The second part of the paper lists some disharmonies of interpersonal relationship in the newly-established institution of higher education:the merger of schools, the disharmonious relationship among cadres, administrative staff, teachers and students after the schools' upgrade. It has also analyzed the causes, which mainly include two points. First, disharmony caused by the rearrangement of benefits. The changes in positions and status lead to tremendous unevenness of mind in administrators, also differences in economic and political treatment, which directly influence the stability of the administrative staff. It also brings the deduction of salaries to some teachers, which, in turn, reduces the recognition of the newly-established universities. Second, problems of surroundings where students come from. Students in newly-established universities, especially located in less developed areas, mostly come from towns and countries. Students there are widely different in cultural backgrounds, financial status as well as knowledge structure and some of them are even weak at coping with interpersonal relationships. Problems of such kind unfavorably affect students' interaction.In the third part, it expounds on the connotation and assessment on interpersonal relationship in Confucius harmonious ideology. The ideology is splendid which is famous for "the benevolent love others". "Seeking common ground while reserving differences" "middle course". "Principle of benevolence and loyalty"etc. The author combines the reality to select its essence and discard its dross, elaborating the possibility of reference. The ideology is the outcome of feudal age, thus, it inevitably uphold the feudal dominant system. These Confucius harmonious ideologies are a way of conducting one's social life with feudal ranking concept under the veil of courtesy. It has historical limitations. Even though, it has mighty significance for today's social skills. We need to remain the refined and discard the crude to engage in the construction of harmonious interpersonal relationship.The fourth part raises the ways to construct interpersonal relationship in newly-established university by learning from the ideology:first, convert concept and set up the democratic and peaceful principle of people-oriented; second, build and promote the allocation, communication and inspiration systems; third, enhance the establishment of campus culture, form scientific and democratic atmosphere and emphasize the environment function on cultivating students'minds.
