Into the twenty-first century, with the rapid development of information technology, information equipment has in great abundance, people enrich the learning mode, and blended learning is gradually carried out. Blended learning is the mode combining online learning and face to face learning, and that breaks the limitations of learning time and space."Decision on deepening education reform and promote quality education." distributed to lower levels by the State Council of the PRC. It points out:"to improve the ability of teachers to implement quality education and level of training as a teacher training focus". It points out the direction of teacher training. Information technology capacity training are carried out for Zhabei District's primary and secondary school teachers. However, in the teacher training process, the traditional face to face teaching mode has some limitations.In this paper, on the support of the theory of effective teaching, as the entry point for the information technology capacity training for teachers in Zhabei District,I try to study effective teaching based on blended learning mode. Combined with years of teaching experience, and through the investigation, I found that the mode of the traditional face to face teaching is not very effective in teacher training, so I propose a hypothesis that blended learning could promote the effectiveness of teacher training. The ultimate aim is to obtain the effective teaching based on blended learning research in rational micro, regular, understanding and rich content of effective teaching theory.This study is targeted at primary and secondary school teachers to attend the training (two experimental classes). The method to study is literature review, questionnaires and interviews and so on. Specifically, the first to design a platform based on Moodle (moodle) course management system. In face to face teaching stage, clear the importance of the platform and ensure that all students be proficient in the use of the platform, Then begin training based on blended learning mode, after the training, through questionnaires and interviews to collect data, comparing these two sets of data, we can find that teacher training is more effective on blended learning mode than on face to face learning mode. Finally, I reflect and prospect on effective teaching. Blended learning and face to face learning both have advantages, we must combine the two modes organically to find a best mode for teacher training. In the follow-up study, I wish to explore and construct a kind of effective teaching mode for teacher training based on the blended learning mode.
