The issue of excessive burdens on primary and secondary school students, being a problem that can't be solved easily in basic education and a bottleneck on the way of the Quality Education, has aroused wide concern of the whole society. Although the Government has continuously promulgated the Policies of "Alleviating Burdens on Students", the effect of resolving this problem is not desired. This paper attempts to research the "Alleviating Burdens on Students" Policies within the perspective of the policy limits. First it will make out the concrete manifestation of the limits of the "Alleviating Burdens on Students", then it will analyze the causes. Finally, it will put forward several proposals and measures based on the causes.This paper involves five parts. The first part deals with the introduction. It shows the background of the research, the reason why I choose it to research, the research value, the research ideas and methods. The second part concerns with the definitions of several concepts and the related literature review, aiming at making a theoretical base for the following research. The third part presents the results of the questionnaires and interviews. The questionnaire results show the students'burdens are still heavy now and the students haven't developed lively and actively, which means the "Alleviating Burdens on Students" Policies haven't attained its anticipated goals. The interview results show, as the policies implements, all policy-related subjects has suffered some bad effects, which indicates the policies have caused some untended consequences. In the fourth part, the paper analyzes the causes of the policies'limits of the "Alleviating Burdens on Students" according to its final results. It concludes four causes:the "Alleviating Burdens on Students" Policies themselves aren't scientific, the "Alleviating Burdens on Students" Policies fail to coordinate the interest of all policy-related subjects, the "Alleviating Burdens on Students" Policies conflict with the current people's internal rules, and the "Alleviating Burdens on Students" Policies are uncoordinated with the current related external rules. In the fifth part, this paper puts forward some countermeasures and suggestions to maximize the policies'positive roles:First, the government should distinguish what it shoud do and what it shouldn't do for the "Alleviating Burdens on Students" Policies. Second, the policy stakeholds should be offered opportunity to express their requests of interest. Third, the various results of the "Alleviating Burdens on Students" Policies should be assessed comprehensively, timely and critically. Fourth, the "Alleviating Burdens on Students" Policies should be integrated with their related group rules.
