Heavy academic burden on students has been the national and social concern, which affectsnot only the development of physical and mental health of students, but also seriously affectedthe country’s educational reform and promoting quality education. Through the study ofliterature, scholars sectors were conducted to explain the theoretical and empirical research onthe theory, research and academic burden of action perspective. On the policy front, studentsfrequently introduced burdens policy also reveals the policy-making process,t he implementationprocess and the evaluation process there are certain issues from the perspective of the authorfocuses on the empirical study of the implementation of Liaoning Province pupils "burden"policy from the perspective of trying to provide the basis for policy studies burden ofimplementation.This paper mainly includes five parts:The first part is the introduction, practical needs and theories from the main executionpolicy needs to clarify the reason of this research topic, significance, defining coreconcepts,literature review and research methods content.The second part is related to primary and secondary schools "burden". Review and analysisof policies, the first "burden" core national policies enacted in the early days to now sort out andanalyze from three periods, then in Liaoning Province and Shenyang promulgated the "burden"to focus on core policy content analysis. Second, the content itself from the policy and otheraspects of the evolution of national and Liaoning Province and Shenyang "burden" core policyview. Finally, from the factors reducing the burden of policy implementation, both in terms of thelogical sequence of observation points to analyze the policy burdens, and to determine theburden of observation points of policy implementation.The third part is the four elementary schools in Shenyang "burden" investigation overviewof policy implementation and the analysis. Finally, with regard to students "burden" suggested the implementation of policies,including the upgrading of policy values, strengthening the monitoring and evaluation of policyimplementation, and the implementation of sound policies supporting measures to improve theimplementation of the main qualities, enhance the ability of target groups in five major areas.
