With the continuous promote to China's national innovation system, universities' status and role in National Innovation System more and more obvious. Universities become the important bases for high-level innovative talents training and the main force for high-tech sectors'original innovative, and played an important role in the enterprise-univercsity-research cooperation, to achieve technology transfer, scientific and conversion of scientific and technological achievements. Hubei province in the central of China, which has rich higher education and human resources. Although the science and technology innovation ability of Hubei universities in the country above average level, there are still a wide gap when compared to Beijing, Shanghai, Jiangsu and other provinces and cities. There is still have much improvement space for the science and technology innovation ability of Hubei universities. Therefore, research on the approach to enhance the science and technology innovation ability of hubei universities, and promote hubei universities play a role in the regional innovation become an important issue.By the comparative analysis with the science and technology innovation ability of four major economic regions in China and Hubei universities can be found to enhance the science and technology innovation a of hubei universities exists a range of issues. Then, this article reveals the basic elements and their relationships of universities'science and technology innovation to improve. Investment and platform in science and technology innovation is the foundation; Assemble science and technology innovation team is the key; Assemble the advantages of integration is the core subject; The system and environment of integrated innovation is the protection. The final conclusions is that enterprise-university multi-element integrated innovation is the most important approach and power to enhance science and technology innovation. And, this article analysis the type of approach to enhance the science and technology innovation ability according to the different nature, form, stage, resource elements, systems, and enterprise-university multi-element integrated innovation.However, different types of universities should according to their different characteristics choose the innovative approachs of science and technology to achieve all technological innovation elements'optimal integration. Subordinate university in the choice of the approach of enhance science and technology innovation should pay attention to independent innovation and original innovation, make the cooperation and joint research on team as the main approach to innovation, combined Knowledge and resources and technology, between universities'internal and external to conduct science and technology innovation which is government-led and enterprise-univercsity-research cooperation. The local universities should be based on the re-innovation and integrated innovation, emphasis on applied research and achievements transformation, in the approach of teamwork and joint research, combined limited resources and technology, between universities'internal and external to conduct science and technology innovation which is enterprise-led and enterprise-univercsity-research cooperation. And it should establish the two-way participation mechanism in the process of industry-university integrated innovation: enterprises should participate in universities'research in the prophase, university should participate in enterprise'experimental and scientific and technological achievements'transformation in the later period.Meanwhile, enhance the scientific and technological innovation of Hubei universities should according to its regional characteristics to choose the proper approach and to create a good environment for enterprise-university multi-element integrated innovation.
