School-based curriculum development is an important part of Basic Education Curriculum Reform. Whether the rural school-based curriculum can promote the smooth development relates to the overall quality of basic education and level of development. However, there are still many problems in the development of rural school-based curriculum, so it is necessary to take practical measures to promote rural school-based curriculum development. This paper attempts to promote rural school-based curriculum development from the perspective of local culture, and give a in-depth theoretical analysis focusing on the local culture into the rural school-based curriculum development, combined with specific examples of the local culture to explore the practice of school-based curriculum development.This paper starts from the defining of the concept of the development of school-based curriculum based on local culture, and conducts in-depth interpretation to its meaning. It choses five rural schools of PuYang,Kaifeng,Xinxiang and other places in Henan Province to investigate.As combined with the literature which have been known, the study understands the difficulties on the aspects of concept, teachers'ability, hardware and so on in the current development of rural school-based curriculum based on local culture and the reason is due to the dual factors of history and reality. This study attempts to develop local culture-based curriculum with breath of life from the real living environment in which the rural schools locate. This paper argues that the development of local culture-based curriculum should have the real life as its center and makes a detailed introduce from aspects on the principles, content and specific steps of the development of school-based curriculum based on local culture. Finally, the paper selects school A as a case to study, and focus on analyzing the background and practice experience of the development of rural school-based curriculum based on local culture in school A, following a brief introduction to the school situation, accompanied by the local culture information school A had developed.This study compares the practice of school-based curriculum school A had developed with theorical schem and has a analysis. It sums up the experience and the shortcomings gained in school A thus leads to further thought and draws some conclusions which can make a smooth school-based curriculum developmentLocal culture merging into the school-based curriculum development in rural areas will make the rural schools play a unique geographical advantage and natural resources advantage. These resources converse into the school curriculum and promote rural school curriculum development. on the development process of school-based curriculum based on local culture ,it will inevitably encounter a variety of factors, which restrict its development. The rural schools should play advantages,avoid weaknesses based on their own actual situation, find Strategies to solve disadvantages and develop school-based curriculum with the rural characteristics.
