Non-governmental public organizations in urban communities are the public service organizations between governmental organization and business organization, with public and social characteristics, to provide public services for the community development, and they are the main body of urban community construction and development. Research on the urban community of non-governmental public organizations and their mechanisms has great practical significance for the promotion of grassroots democracy and autonomy. As China's planned economy to a socialist market economy transition, urban residents have gradually changed from the "unit" and to "social man" , the city's economic and social structural changes to the urban community has brought a lot of management issues, community non-governmental public organizations in the community management of public affairs, play the increasingly significant role. Meanwhile, we should also find that the current function of non-governmental public organizations of community is not effective enough. In actual operation there are many problems to be resolved.Based on the analysis of non-governmental public organizations and community-related concepts, This paper presents four ideas building community non-governmental public organizations and the mechanism of coordination from leadership and communication, social control to social management, coordination and supplementary, autonomy and control.The paper is divided into five chapters. The first chapter introduces the community of non-governmental public organizations and their related concepts, and points out the significance of its existence. On the basis of the literature review, introduces the research framework of this thesis and methodology. Chapter II analyses the principle of community public power and the allocation of public power and our community profile. On this basis, the paper analyses community non-governmental public organizations and their functions. Chapter III starts from a system point of view of non-governmental public organizations, to discuss the legitimacy and rationality. When analyzing the structure and characteristic of community public interest the paper thinks that the community non-governmental public organizations have positive and negative social nature, meaning that the development of public organizations is the achievement of community self-government. Chapter IV is to explore the difficulties of the community non-governmental public organizations and between the main operating mechanism and its contradictions and try to find the crux of the conflicts. Chapter V think Institutionalized is the key institutional issues to deal with difficulties of community non-governmental public organizations, indirectly reflecting the needs of community non-governmental public organizations coordination mechanism, the author proposed in this chapter that we should establish a set of standardized and coordinated community non-governmental public organizations mechanisms to strengthen the ruling party's participatory management and services, to advance the government's community management restructuring, to accurate positioning of community civic organizations, to promote autonomy of community non-government public organizations.
