In the trends of Lifelong Education and Resource Sharing, Top Quality Curriculum came into being. The aim of the Top Quality Curriculum is to provide exemplary curriculum to learn and provide prominent teaching recourses to share. But after literature research, the author found there are a lot of problems of Top Quality Curriculum, including aimlessness of website building, poor availability, and short of resource sharing and so on. Besides, the Appraising Index System also has some problems. All of these problems affect the quality of Top Quality Curriculum recourses sharing, and come to affect its exemplary effect. To improve the exemplary effect of Top Quality Curriculum requires not only the awareness of the curriculum builders, but also the evaluators taking appropriate measures to guide the curriculum builders to the right direction. The purpose of this study is to improve the exemplary effect of Top Quality Curriculum. The final study sample in this study is 19 curriculum web sites of literature and history National Top Quality Curriculum from 2005 to 2009. In this study using content analysis research method, extract suitable data collection standards from the existing Appraising Index System, and then collect data by clicking the items in the sample curriculum web sites. According to the data collected, the items of the curriculums can not quite reach the requirements of the indexes and the number of curriculums which can refer to the indexes is all about 10. Because the information of the materials is not in detail, it is hard to share and communicate about the curriculum and easy to lead to poor exemplary. Some of these problems are due to the Top Quality Curriculum builders'confusion of what is Top Quality Curriculum and what is its aim. And some is due to the indexes don't express clearly enough. Since the expression of the indexes is too general. IT can not give good guidance to the curriculum builder, so the author make the indexes of"teaching content","teaching conditions","teaching methods"and"teaching effectiveness"triple indexes. In order to make the Appraising Index System more powerful to guide the Top Quality Curriculum more exemplary, author takes the exemplary feature as an important part of the Index and adds exemplar into Comprehensive Review Index.
