Performance Evaluation And The Countermeasure Of Enhancing In Zhuzhou City Management

The city management in our country developed from nothing, system of city management also developed, city management performance evaluation became an important research topic.A study on city management. Researching the performance evaluation of the city management was the basic requirements which is to adapt to modern urban management ,was the objective needs to improve our city management system in urrent, was a solid foundation to build a harmonious and modern cities.It is conducive to a comprehensive summary of our city management experience and build a scientific evaluation index system, to facilitate the detection and the exclusion of our city management process, the obstacles factors are conducive to play in improving city management, city management performance evaluation of performance in the role.In this paper, the relevant concepts and methods based on the Balanced Scorecard as a framework through building a performance evaluation index system to evaluate the performance of Zhuzhou city management in order to explore the new situation, effective measures to enhance urban management.A total of five chapters:Chapterâ… based on the paper's background of significance , a comprehensive analysis of the city management Research at home and abroad, presented papers on research ideas and methods, outlined the main elements of papers, pointed out the possibility of innovative point;Chapter II defined the connotation, nature and significance of city management performance evaluation, clarified its system architecture included evaluation assessment, evaluation objects, assessment indicators, assessment methods , discussed the performance evaluation of our city management problems and the reasons;Chapterâ…¢put forward the basic principles which structured performance evaluation index system of Zhuzhou city management,anglicised the factors which impacted the index System, then relied on the Balanced Scorecard framework, scientificly designed index system of Zhuzhou city management performance evaluation;Chapter IV based on the basic circumstances of Zhuzhou city management, through analysis comparatively,determined the use of fuzzy comprehensive method to make empirical studies, and empirical findings were analyzed to find the problems and shortcomings in Zhuzhou city management;Chapter V under the above-mentioned theoretical and the results,the chapter advanced the basic countermeasure mainly from four aspect which were innovativing concept of city management, improving the city environment, improving the institutional mechanisms and establishing high-quality city management team,put forward to improve the performance of Zhuzhou city management. The principal innovation of this article is mainly manifested in the following aspects: First, to explore a new performance evaluation mechanism of Zhuzhou city management under the development of the modern city, searching the suitable method to fit the performance evaluation of Zhuzhou city management; Second, the theory and practice are closely linked, to the Balanced Scorecard as a framework was constructed the the management performance evaluation of Zhuzhou City index system;l which including four integrated indicators, 13 indicators and 41 individual categories of indicators; Third, empirical evaluation of Zhuzhou City, city management level of performance the last three years and put forward measures to improve the performance.
