Performance management is highly regarded by many excellent organizations as effective management tools.More and more organizations began to use performance management to improve employee performance, and then win in the competition to achieve the strategic objectives of organizations. It is almost a blank that putting the performance management into use in school management especially in the management of secondary vocational schools. The traditional assessment methods "moral character, ability, diligence, and performance" are still kept in most grade schools to evaluate teachers.It is difficult to ensure the objectivity and impartiality of evaluation, and thus fails to motivate the results, nor to improve teacher performance. Therefore, it is necessary in secondary vocational schools to re-build a scientific, reasonable and fair performance management system for teachers.This article study is on how secondary vocational schools reconstruct scientific, reasonable and fair performance management system for teachers. First of all, it makes some definitions related to the performance management, expounding in details something on performance management including the origin of the thought, the theoretical basis, related content,the common management methods,the research about the teacher performance management home and abroad. Three secondary vocational schools are surveyed through questionnaire method and interviewing method, deeply analyzing the cause of nine questions which were found from the research data, summarizing the design principle on performance management system for teachers in secondary vocational schools. Finally, taking GY schools for an example, it reconstructs the teachers'performance management system based on the assessment to the existing teachers'performance management system in the GY schools.This innovation is the introduction of performance management theory into the management of grade school teachers'for vocational schools.For the actual situation and the nature of the teachers' work, it discusses how to build a scientific just and reasonable management system of teachers' and to form a continuously and recyclable management process, more than building a performance measurement standard.
