As one of the ways to improve class teaching quality as well as a method of the conventional class teaching administrations, the class observation programme is a sort of class attending activities commanded by administration. A group of teaching theorists and practicers thus formed to observe the class and give consecutive class observing guides, helping to get a full understanding of each teacher's basic teaching skill, analyzing the class teaching to find the real problems under covered in the teaching, thus improving the teaching and the teacher's class teaching capability, strengthening the efficiency of class teaching while promoting the mutual development of the teacher and the students. The activity is extensively used in the practical fields of elementary schools and middle schools, however, how is its actual effect? Does it really play an important role in improving the class teaching and the teaching quality? Is there any other problems? How to further promote the actual effect of the class observation programme? The tentative answers to the above mentioned questions constitute the basic lines of the present paper.Taking the implementation of the class observation programme in the case school as an example, by questionnaires and interviews, from the four aspects of the project itself, the experts observed the class, the teacher gave the class and the education administrators, the paper analyzes the existing problems of class observation programme such as the inadequacy of the understanding on the purpose of the class observation programme and the communications of the experts pre and after the evaluation, the lower attainments of the teacher and the unreasonable, irregular and unscientific measures in the administration of the class observation programme, consequently analyzing the origins of the revealed problems, based on which proposing the following strategy recommendations on improving the actual effect of the class observation programme:The class observation programme itself should change the implementation proceedings of the class observing and improve the whole set of the necessary procedures while changing the situation of no others in the eyes and the phenomenon of one standard for all situations, with more communications with the teacher, establishing more scientific and effective standards for class observing; The experts observed the class should continually improve their own professional attainments to lay the foundation of effective class observing; The teacher should keep learning and give full play to the initiative in the platform beneficial to the professional development offered by the class observation programme, while striving to enhance the teaching accomplishments and achieve the mutual development of the teacher and the students; The school should contribute to make the relevant auxiliary measures and systems more reasonable, standardized and scientific, fulfilling the wishes of the teacher on the professional growth and development and giving a full play to the class observation programme.
