Assignments Management, as viewed under the philosophy of the new curricula reform, has been deemed a type of resources for curricula. The study on how to develop a method for Assignments Management which fits the philosophy of the new curricula also represents the launching of remodeling the concept of assignments.Assignments Management refers to what the administration of education will specifically regulate on students'assignments with respect to the quantity, quality and assortment, etc. In addition to providing a systematic and overall planning over students'assignments by the school governors, it also serves teachers with comprehensive consideration and study on students'assignments in an effort to reach certain educational and teaching targets. Aspects covered by the definition are teachers'management over their activities in designing, deploying and assessing the assignments, students' self-management in accomplishing their assignments as well as school administrators' management over the teachers'activities.However, Assignments Management has been traditionally shaped into a model of Plan Admeasures,displaying a way that the teachers assign all students with the uniformed after-class assignments in accordance with the curricula requirements and teaching syllabus, which by nature is top-down. Such way of Assignments Management eliminates the individual styles of the teachers in the process of assignments deployment, deprives the students of their right of choice in personal development and also weakens the prospects of the adaptability of educational management.In view of the above, Plan Admeasures has been surpassed by the model of Democratic Alternatives which addresses the issues existing under the former. In contrast to Plan Admeasures, Democratic Alternatives offers students much more flexibility taking proactive initiatives rather than being passive, empowering them to choose from a broad variety of the learning assignments that suit, on individual basis, their own conditions, needs and requirements for personal development. It is not only a brand new viewpoint of Assignments Management but also a mechanism showcasing different cultures of the schools' teaching management. Working as such a new mechanism, Democratic Alternatives may delegate higher level of autonomy to school governors in shaping up featured characters, both culturally and administratively, of their own.The promotion and implementation of Democratic Alternative are confronted with certain issues arising from this new approach. As being puzzlement itself, the difficulties are foreseeable throughout its implementation practices.Aiming to maximize the positive results produced by this new method of Assignments Management, a corresponding system needs to be established by the education authorities with on-going supportive measures. It is advisable that the school governors, looking at the sustainable development of Assignments Management, shall carry out the procedures step by step on selected basis. Teachers would need to practice the spirit of teaching students with full understanding and respect in the hope of, by taking confidence in the latter's ability of participating in the assessment on assignments, reaching a consensus with the students both practically and mentally on topics related to assignments. Students are expected to take an active part in the Assignments Management while the parents should learn to guide the kids through assignments completion in a scientific way and to properly understand the interrelatedness between home education and school education as well.
