In recent years, many people have done a lot of research on the development of local universities, which are mainly related to the characteristics and position, reformation and development, teaching management, discipline construction, and so on. However, the research related to human resource strategy of local normal universities in the west of china is few.In this paper, based on the theory of backward advantages, the human resource strategy is discussed in the transition of local normal universities in the west of china. The main contents can be divided into three parts.Firstly, the transition and development strategy of local normal universities in the west of china are discussed. The challenge and chance are analyzed in the human resource development of local normal universities in the west of china. Furthermore, the basic principle for making out the human resource development plan is given to local normal universities in the west of china.Secondly, the professional team development strategy of local normal universities in the west of china is discussed. And the head-hunt strategy of local normal universities in the west of china is given.Thirdly, the development strategy of party and government talents team in local normal universities in the west of china is discussed from the view of the development object and way of leader team, the thought and principles for choosing leaders, and so on.In this paper, the theory and practice is combined, and the theoretic results are put into practice immediately.
