The free normal education policy is an important model one to show the respect to the teachers and the importance of the normal education to the country. After the free normal education policy in the six normal universities was carried out, which are governed by the education ministry directly, lots of other normal universities demand the same plan. Both the normal universities and their students have the same requirement. Therefore, the policy of the free normal education will be an inevitable trend of normal education reform in China.By the institutional analyze of free normal education policies in the six universities that governed by the education ministry, I summarized their experience in practice and found their advantages and problems as well. Finally, with the research of the stakeholders participating in the policy, the essay described the institutional design in four aspects: recruitment system, cultivating system, employment system, funding system. In brief, the article was a targeted institutional design research, which was concluded by the experience of the policy performance in both the six normal universities governed by the education ministry directly and the pilot project in the other universities in the west of China.The essay described the institutional policy design in four aspects: recruitment system, cultivating system, employment system, funding system. It was divided into six chapters: Chapter I: "Introduction", including the origins of selecting the subject, the value of the research, defining the key concept, literature review, research system and frameworks and the research methods.Chapter II: "The institutional analysis of the existing free normal education policy in the six subordinate normal universities". The essay described the institutional policy design in four aspects: recruitment system, cultivating system, employment system, funding system. Some effective experience in the practice was concluded to provide a favorable reference to normal universities in the west of China.Chapter III: "the institutional analyze of the free education policy in the pilot institutions in the west of China- the University of Chengdu ". This chapter focused on searching for reference into realistic practice by analyzing the institutional designing and executing of the free education policy.Chapter Four: "stakeholders'analysis of the free education policy in the pilot institutions in the west of China". In this chapter, I conducted some empirical investigations of intent of the free teachers education policy stakeholders (concluding high school students, the undergraduates in the western parts of normal universities in the west of China, and the administrative leaders in the West) to provide a reference for the institutional design of the system.Chapter V: "the institution and analysis of free normal education policy". This chapter, as the heart of this article, described the institutional policy design in four aspects: recruitment system, cultivating system, employment system, funding system.Lastly,"conclusion". I combined the previous part of the research, confirmed the role of the normal universities in the west of China in the free normal education policy, and made a reasonable forward-looking.Based on the previous investigation and the theoretical analysis on the policy, I provided some institutional design on the free normal education policy:Firstly, it is the recruitment system. The policy would take the students from local province more than the other ones, select the students from countries more than the cities, and add some test like oral interview and psychological tests. The normal universities should improve the quality based on the practical experiences. The enrollment design could be taken forward before the normal time. More institutional design should be carried out to expand the influence of the policy especially in the western undeveloped area.The second one is cultivating system. The aim of the cultivating is to serve excellent teachers for the education in the west; the nasdaqterm is 4 years; and the mode is as"1.5+1.5+1". The policy should focus on the curriculum system design of the ideal education on the teaching, honesty education, practice education and teaching skill education. Besides, on the teaching pattern aspect, the double-supervisor system, teaching by famous professors, education lectures and maintained theory-practice summary should be suggested to the point of practice.Thirdly: employment system. The nasdaqterm of service should be limited to 8 years, and 3-4 years for the assist in teaching. A two-way selection employment system should be established based on the directional way. And an honesty record and the public punishment of the infringement conduct should be set up.The fourth one is funding system. In allusion to the phenomenon of the economy in the western area, I advise to build a funding system, assumed by the central and regional government in finance, that it is better to release the tuition before to be free entirely.In brief, the essay was a targeted institutional design research, which was concluded by the experience of the policy performance in both the six normal universities governed by the education ministry directly and the pilot project in the other universities in the west of China.
