With the development of modern information technology, information technology has come into all areas of social life,the field of education cannot be made an exception in this case. At present, our country is to carry out large-scale construction of education informationization,and has achieved outstanding results which draws the world attention.With the coming of information society,it is necessary to improve the information literacy of the teachers as soon as possible. However,in China, education of the information construction process has laid too much stress on hardwares such as infrastructure construction ,office buildings…etc,and ignored the vast of number of teachers information literacy training and improvement.It will surely affect the process of the education and make a great impact on the future generation to develop their information literacy.In the elementary education of our country,the rural schools hold the largest proportion, which covers a broad region,and factors such as the uneven distribution of rural schools and their different circumstances,the fact that the rural education foundation is quite weak.therefore,it is very difficult to develop the education informationization.The purpose of informationization is to implement quality education and cultivate innovative talents .One of the key steps to this goal is to fastly improve information literacy of rural teachers.Building up a high quality rank of rural primary school teachers is the key point for improving the overall rural primary education quality. Due to the unbalanced development between urban and rural basic education in our country, this leads to the certain gap for rural primary teachers compared with urban teachers such as different educational concept and information environment. With the help of the popularization of the school net and the integration of information technology and teaching courses. all these require the rural primary school teachers to obtain higher information literacy, which is related directly to development tenor of the rural primary school educational informationization. Thus advancing the rural primary school teachers'information literacy is becoming an urgent task.This research choose the rural primary school teachers as the object of study based on the investigation and research, taking deeply analysis of composing elements of teachers'information literacy .The teachers'literacy mainly consist of information consciousness, information knowledge, information abilities, teaching morality etc. Based on these elements the paper did the survey and found out the following problems: the serious absence of the rural primary school teachers'information literacy which is shown off as indifference of information consciousness, imperfect of information morality,deficiency of information knowledge, the limited information ability. After analyzing the reasons for deficiency of information, there mainly exists as follows: insufficiency of education of information literacy, The old concept of consciousness, improper management levels, inadequate powerful training.It is concluded that it is necessary to advance the countermeasures for rural primary school teachers'information literacy. The mainly countermeasures for advancing are as follows: transform thoughts, build up the environment, enhance training and intensify applications.In order to enable effectively to improve the teachers'information literacy ,this research considers that it is necessary to increase the information consciousness of teachers, update the concept of education and establish the relevant management measures .We should form a good atmosphere for improving teachers'information literacy and do a good job in building the software project .In order to create a good foundation environment.We should take diversified training methods and strengthen the application in teaching practice. We hope that education of information literacy will be paid more attention to by relevant educational institutions at various levels and rural primary teachers. Using the relevant strategies in teachers'training programme, let's improve the level of information literacy for the teachers in Zhaoyuan Rural Primary school,Yantai city.Using investigation and research literature by means of qualitative research-based in this paper.Training rural primary school teachers have got good information literacy for making innovation.In view of the fact that the domestic rural primary schools condition has a very big similarity.Therefore,this research can be cited as a case of how to improve information literacy of teachers in Zhaoyuan Rural Primary school,Yantai city. This paper concerns studies on providing with rich reference value for primary school teachers all over the country. By doing so,the ruralprimary school teachers'information literacy will be improved fastly and steadily. Frame structure of the paper:There contains four parts and text in this paper. foreword which elaborates the research origin, literature summing up research.The first part is the summary which makes the definition for information literacy,containing the concept of information literacy, connotation of information literacy,the features of information literacy.then from combining the connotation of information literacy to the structure of teachers'information literacy. the teachers'structural key element of information literacy contain:teachers'information consciousness, teachers'information morality,teachers'information literacy knowledge and teachers'information abilities .The paper makes detailed explanations for each key element.The second part is the present situation of Zhaoyuan rural primary school teachers information literacy.first introduced the general situation of Zhaoyuan rural primary school.then elaborated the course of investigation and questionnaire designing.At last the analysis of investigation dataThe third part is the reasons and deficiency of information literacy of Zhaoyuan rural primary school teachers through investigation results, explaining the actual reasons of deficiency of information literacy of Zhaoyuan rural primary school teachers.The fourth part describes the strategy of upgrading the information literacy of Zhaoyuan rural primary school teacher'information literacy. the paper puts forward the following suggestions,that is: to upgrade understanding and convert concept, to build up the environment and strengthen manangement.to enhance training and establish regulation, to strengthen application and carry out the responsibility.
