Our country is going through the height of urbanization, which is characterized by the urbanization of population. And the changes that urbanization of population brings to education are enormous. After the right "to receive education" of accompanying migrant children in Beijing have been guaranteed with the efforts of all parties, "to receive good-quality education" has become our new focus as well as the inevitable choice to achieve social justice. In schools, head teachers who bear the heavy responsibility to give students spiritual care act the role of students'"significant others" in their growth. A good head teacher is an important symbol of good-quality education. And to achieve the professional development of head teachers is an essential way for them to do qualified work. However, the problems brought by the changes of the structure of students make the head teachers faced with massive challenges. Therefore, to explore the problems, to seek education actions supported by experience, and to spread such experience with the purpose of achieving the goal of joint development of both the teachers and students in the process of urbanization bear significant theoretical meaning and practical value.By the use of literature analysis, case study and interview, this study explored the present condition and characteristics of the students the head teachers responsible for in the process of urbanization. And it also investigated the head teachers' current work conditions and existing problems in their work in the process of urbanization. These problems are as follows:the troubles in urbanization are enormous while less of the new thoughts; their philosophy of love is enough while less of the wisdom love; their individual education is enough while their collective education is insufficient; their attention given to problems is enough while their finding of strength is insufficient; their concern with students' mental health problems is enough while their positive psychological guidance is insufficient; their monotonous educational methods are excessive while their creative methods are insufficient and so on. This study also summarized the characteristics of the professional development of excellent head teachers and their experience. And meanwhile, this study proposed to establish care-based relationship between teachers and students and help the head teachers to form professional concepts; to promote the construction of inclusive class culture and to enhance head teachers' professional ability; to expand the space for the head teachers' professional development through the application of school-based research mode directed by students' development; to strengthen the research on the training of head teachers aiming at promoting the team construction of head teachers.
