With China's higher education reform, the higher school stadium construction also had a rapid development. Many universities have modern sports venues, but sports facilities marketization development lags far behind, so that the sports consumption demand can not be fulfilled as a result of places shortcomings, while a lot of sports facilities resources idle. It is really a problem urgent to solve that how to manage and operate these facilities scientifically so it can play out the biggest economic benefits and social benefit, and find the distinctive sports facilities market-oriented operation rule. This paper took the university sports facilities organization mode of Shandong province as the breakthrough point, and analyzed the market operation of the current situation and problems and inductive school sports facilities market-oriented operation mode and the operation strategy of university sports facilities through higher school sports facilities market-oriented operation analysis of the investigation, aiming to promote the sports facilities using towards a healthy, stable and sustainable development.This research has investigated 18 universities of Shandong province on the operating conditions of sports facilities, which found that the Shandong province university sports facilities resources is abundant and most of the universities are trying to open the campus sports facilities to the outside world, but the opening form is single, including sports competitions and performance, and the levels low. This paper has tried to using analytic hierarchy process to evaluate the market-oriented operation condition of Shandong university sports facilities, which using the Quantitative and qualitative method to combine the subjective judgment of a comprehensive people, The evaluation result shows a great potential market of sports facilities, but there is still no substantial progress. The main reasons of this phenomenon is the insufficient funding of government investment, the project financing and financing and leasing channels are difficult to implement because of the property rights and other problems in reality; and the market-oriented operation opening service object scope is narrow, the form is single, the innovation is poor, which lead to the lower utilization rate sports facilities. These all limits the college sports facilities market operation of progress.The paper has conducted college sports facilities market-oriented operation mechanism including dynamic mechanism and the safeguard mechanism in order to better guide the market operation of the sports facilities. Its dynamic mechanism can be divided into internal dynamic mechanism and external motivation mechanism. The internal dynamic mechanism includes decision-making mechanism, incentive mechanism, competition mechanism and performance evaluation mechanism. Decision-making mechanism is the basis to operate effectively of other mechanism, incentive mechanism and competition mechanism is an important means of market operation; performance evaluation mechanism is the guarantee. These internal dynamic mechanisms of coordination and operation of college sports facilities market operation is the indispensable condition, External mechanism mainly have institutional change dynamic mechanism, market demand dynamic mechanism and policy oriented dynamic mechanism. This external mechanism of college sports facilities determines is the necessity of market operation. These factors have now pushed the college sports facilities to make the opening market-oriented operation attempt.In order to promote market-oriented operation of the college physical facilities, the government should provide policy support; advocate the payment of the sports facilities; Sports facilities management department should make a scientific and rational dynamic mechanism and the safeguard mechanism, change operation mode and management idea, cultivate sports facilities for talent, treat the market of different college sports facilities in different ways; the user of the sports facilities should set up market concept and the government and the administration should make their efforts to foster consumers and expand the sports facilities crowd; The owners shall reform the property right system, accelerate the pace of financial channels changing and change the financing mode of operation to explore new mode sports facilities marketization.
