The opinion on how to further improve compulsory education of rural migrant workers'children was issued by the ministry of education and other five ministries in September,2003, which made regulation that the local government and public school have responsibilities of improving current situation of compulsory education of rural migrant workers'children. This reflects China's view and determination on the issue of compulsory education of rural migrant workers'children. And public schools are the ultimate implementers of'two priorities' policy, however, there is a conflict between the growing education demand of rural migrant workers'children and the limited education resources. Therefore, it is a big challenge for all aspects of public schools' management. In this condition, it is necessary to rethink the prominent problems during the implementation process, which is good for refining the policy and ensuring the rights of rural migrant workers'children to education.At first, this paper sums up'two priorities'policy and other relevant policies of compulsory education of rural migrant workers'children. Then according to the contents of public school management, the author makes the questionnaire and the interview frame. And the author chooses four primary schools in Kunming which recruit rural migrant workers' children as objects of this study. By questionnaire and interviewing their leaders, teachers, students and parents of students, the author figures out the dilemma of public school management. Eventually, this paper puts forwards suggestions on refining'two priorities'policy and helping public schools improve their management.As mentioned before, public schools are the ultimate implementers of 'two priorities'policy, so it is unadvisable to discuss how to implement the policy and achieve its goals without taking the reality of public schools into consideration. As a result, in order to solve the problem of compulsory education of rural migrant workers' children, the first step is to refine the'two priorities' policy. How to refine it? When making policy, the policy maker should consider the abilities, difficulties of public schools and provides some policy supports to them. On the other hand, from the perspective of public schools, they should explore a way to develop combing the situation of their students and so achieve bettered-educational results.
