With the large-scale population movements of our country, the number of floating population is increasing rapidly. In resent years, an increasing number of floating population opts to form floating home in cities, so that the phenomenon of floating population forming families has appeared. With the promotion of urbanization and industrialization, floating home has been an essential form in the family structure of urban society. Floating population’s forming families which has coincided with leading to lots of social problems, among which is the family education problem of children of floating population, is an inevitable trend. Family is the initial socialization environment in one’s life for children of floating population, and family education is the most pivotal and fundamental measure to receive education at the same time. At present, the family education of children of floating population is facing heavy stress and challenge for the collective effect of factors from multi-facets.Children of floating population must accommodate themselves to urban society as quickly as possible when they comes into cities to receive education and continue to taste the socialization environment with which family provides. However, a primal impedimental factor, i.e. residential certificate system makes family education be difficult to help them finally complete socialization. In the context of effect of residential certificate system, schools can’t provide compulsory education of high quality for children of floating population, so family education has been more highly required; Under the effect of residential certificate system, floating population is restricted to buy houses and get housing security, under the circumstances, children of floating population haven’t got yet pleasurable living and studying space. Parents of floating population are difficult to furnish economically material security for their children, in addition, the communication and psychic consolation between parents and children are limited by their own job natures and working hours, so that the family education problem of children of floating population is finally created. The family education problem of children of floating population is increasingly being concerned by experts and scholars. Within the extent of our country, our country is accelerating to impel the reform of residential certificate system in order to finally improve the quality of family education of children of floating population. In2010, the Women’s Federation and other six ministries and commissions promulgated ’the Nationwide Family Education’s Guide Program’, and added the law of family education into the legislation program for a long time. For an example of Changchun, in recent years, the institutional and charitable organizations led by the Communist Youth League in Changchun strengthened the donations towards children of farmers-turned migrant workers, many study aid activities are launched in self-established schools, to concern and pay attention to the education, especially family education of children of floating population. On the basis of foregoing statement, the author will choose to investigate in DongzhanShiwei and Yanhe communities, Erdao District, Changchun. In this two representative communities, in which floating population are relatively centralized, the author will launch out into positive interview towards randomly selected floating home that adds up to30. Before the interview, the first step is to design out the interview outline, then mainly interview towards parents according to the outline content, in order to find out the present condition of livelihood and family education of children of floating population, thereby gain the first-hand empirical documentation to lay down a foundation for subsequent composition.The writing thread of this paper embodies three parts in the mass. i.e. problems raising (present condition’s description), problems analyzing (cause analysis) and problems settling (solutions). In the first part, the author produced the current status of family education of children of floating. Then, the author supplies partial interview content and chart as an aid to make the gravity prominent. In the second part, the author supplies social mobility and stratification theory into the analysis framework named by action system theory to analyze the causes, then systematically elaborates the realistic factors of effect from three aspects: the inside of family, external environment and social institutions. This is the main part of this paper. In the third part, the author indicates the signification of solving family education problem of children of floating population, and then puts forward solutions from environment, education and institution of law.
