According to the policy made by State Council in China, Outline of China's National Plan for Medium and Long-term Education Reform and Development, we must keep the diversify development of compulsory education and optimize the structure of higher education to make a different kind of the education in different region. It is emphasized that in the different sectors,they carry out the development tasks and goals, according to the situation in their region. To improve the higher education development in different regions,we must follow fair and satisfactory procedures. Owing to the facts of China, such as the differences of the education, economy and culture in different areas in China, they are becoming a problems that how to develop higher education reasonability in various region. The basic element, to put the policy of the strategy of rejuvenating the country through science and education into practice, is to admit the difference of each district. The masterstroke of this text is the situation of the education development in the different areas in China.At the beginning of this paper, on the basic of predecessors research this text using the principles of area economics theory to analyze uncoordinated reasons in different areas of China. On practice, by collecting material with the help of SPSS software, to make a thorough inquiry the relationship between the human resource and higher education. Major research methods in this text are as follow, quantitative research methods of correlation analysis and regression analysis, Qualitative research methods of historical research, comparative research and literature research, etc.the first chapter is to introduce the previous literature reviews, to point out a clear background and the major methods of this research, focusing on account of the significance of the topic. And the main idea of the second chapter is to tell the characteristic and meaning of the diversification development of higher education, according to the theories of systematology and Territorial Production Complex called TPC for short, and then discriminate the difference concepts, such as region, district and system; and the diversification development higher education and the development higher education. And at the beginning of third part of this text, we discribe the situation of development higher education. Using SWOT help us to find out the strength, weakness, opportunity and threat in different areas. Finally, draw a picture of current situation about the universities in our country. Firstly, there is not enough university in the west area, comparing to the number in the east part of China. Secondly, the number of first-rate universities doesn't meet the demand of economy development. And there are too much colleges. Thirdly, comparing to the east area, the public economy for education is too less to make the local higher education go further. At the last part of the text, I want to analysis the target of the higher education in different regions, and try to find out the relationship between the long-range objective and the short-term objective.There are some suggests to help us optimize the distribution of resources of higher education in different regions:Firstly, building the comprehensive university, which according to the practical situation in different regions. Secondly, we should also pay attention to training personnel. Thirdly, we must increases the structural adjustment dynamics, specially increase the input in western regions. Finally, we will strengthen international communication and cooperation. Only in these ways, will we promote the balanced development of higher education in different areas of China.
