With the current economic system's transition and social transformation, track and field will move towards the market and the direction of diversification in order to obtain a new driving force for sustainable development. As the potential advantages of the current projects in China, women's javelin has great potential. In the last few years, Hebei Province's several medals of the project focused on the strength of key groups in the women's shot put, discus and javelin project in domestic and international great games of track and field. Women's Javelin has been the advantage of our province. But from the province's achievements point of view, women's javelin is widening the distance gradually in recent years in major competitions. The phenomenon of stagnation and decline appears in Women Javelin Athletes'performance, and there are a lot of impediments which have become increasingly prominent. All these attack the advantage project in our province. Also the existence of these problems affected the improvement of Track and Field level.Through the research methods of literature survey, interviews, logical analysis, mathematical statistics, and the following conclusions are:1.The source of funding to the development of Hebei Province's advantage project is single. It mainly depends on the government funding and hasn't achieved the funding of project development's diversification. The management of coaches and athletes lacks incentive measures.2. Women's Javelin Coaches echelon and the title structure in Hebei Province are basically rational. The coaches of sports schools, elementary schools have their own advantages and disadvantages, but they can not complement each other well, which requires to enhance the training system and research capacity of coaches as well as the establish new training mode of the coaches.3. With the development of society, the registered number of women's javelin's reserve personnel in Hebei Province is in obviously unstable trend. Such phenomena are the sharp decline of biogenic material selection, the low-tech of selection, high rate of elimination, more and more difficulty of procuring, declining quality of selection and talent inefficient. levels in track and field Team needs to be further standardized and horizontal coordination; The vertical and horizontal joint within the system of sports organizations is very little.
