Education is an eternal topic. Teachers'quality decides the quality of education. The UNESCO has proposed a formula: the quality of teaching= [students'talent (1 score) + teaching material (2 scores) + surroundings (4 scores) + teaching methods (3 scores)]×teachers'quality. Education reform stands on the critical period nowadays. The entire quality of our teachers becomes one of the significant factors on promoting Education Reform and strengthening the National Comprehensive Strength. Teacher's Continuing Education is vital for Teacher's Professional Development. Our nation has had a strategic perspective on Teacher's Continuing Education. Since 1999, related rules and regulations have detailed requirements on in-service teachers that they should finish a round training every five years, total class hour was 240. Even in the"Twelfth Five-Year Plan", the class tour was set up to 360. The Institutes who are in charge of the Teacher's Continual Courses are as follows: district/county teachers'educational institutes and normal/comprehensive universities. With the new situation and task, traditional training mode cannot meet the majority of teachers any more. On the basic of teachers'maturing internet technology and elevated information literacy, the purpose of this study was to combine face-to-face training with online learning in order to have effective training. Two factors had been considered in this paper: the features of the local Teacher's Continuing Education and the application of"Mixed Mode"in assisting teacher training and administration.
