The international competitions in the 21st century appear to be those of comprehensive national power, which is becoming more and more science and technology-cored and education-cored. Study will become a way of surviving and developing for every person. It will become a part of life as well. Teacher's continuing education ,based on the lifelong education idea , taking the specialized development as a goal, has been a revolutionary tidal current which is the furthest-reaching and has the most profound significance in the world education development since the late 20th century. Making our nation prosper relies on educating, and the hope for developing education lies in teacher because the teacher' s quality and his specialization degree determine the quality and effectiveness of the education development. Now, as teacher' s specialization development has become a universal consensus, continuing education is the best way and strategy to achieve this goal for teachers.The continuing education for the junior school teachers in Jiuquan district has been making a marked effect in the past few years. However the difficulties and problems existing at the same time are in very urgent need of being solved. In this essay, taking the continuing education of the junior school teachers in Jiuquan district as a study object, based on defining the concept and relationship of lifelong education idea, teacher' s continuing education and teacher' s specialization development, using some techniques such as studying references, questionnaires, interview, etc, the author studies and analyses the current condition, problems and difficulties existing in the junior school teachers' continuing education in Jiuquan district, and he concludes that there exists five problems: (1) teacher's activeness and initiation have not been fully activated yet; (2) the connotation and the characteristics of the teacher's specialization development have not been totally manifested; (3) the schooling coordination and promotion have not been thoroughly displayed; (4) the administrative all-round management function has not been perfectly demonstrated; (5) the role of the theory achievement and experience instruction has not been completely played. In accordance with the present problems, the author attempts to put forward his views and the countermeasure: (1) enhancing the understanding and strengthening the planning and propaganda from the ideological recognition aspect; (2) taking the problems as the core, beginning with the reality, strengthening theoretical research on the teacher's continuing education , making the research systematic and pointed to assure the teacher's continuing education work more scientific and valid; (3) specialization and profession united, dynamically managing, scientifically nurturing , strengthening teacher's training and construction, and paying a high attention to actual effect; (4) strengthening the management and the system construction, enlarging the policy to incline and the funds investment to form a well-organized , powerful policy system and a permanently effective mechanism; (5) beginning with the training pattern and content, creating new models, enriching the content, unceasingly broadening the domain of the continuing education, and strengthening teacher's compatibility to guarantee the quality of the continuing education work .Through this research the author hopes to provide Jiuquan's continuing education research with a more systematic reference and foundation . He also wants this research to be used as a reference by the continuing education management and practice so as to make a great effort for the teacher's professional development.
