Despite of a late start, Vocational and technical education made a historic breakthrough in the last two decades, from the scale it has become an important part of higher education in our country. However, through site visits and research we found that:there are still many deficiencies of higher vocational education in China, such as it cannot meet the community, parents and the students. In particular, higher vocational education in China has not set a complete theoretical system, has not yet formed its own unique training system and education system and between it and the general higher education they lack of communication organically, and so on.Based on this, this dissertation studied higher vocational education system based on the current situation abroad, mainly in Germany, the United States and Australia focusing on career development in China and lessons learned. Through tremendous analysis and comparison, this dissertation made a suggestion on the Construction of Higher Vocational Education System, but also on improving vocational education in China a number of recommendations.First, vocational education should have similar educational systems and levels with general education, it should not just stop at the tertiary level, as it not only should have undergraduate level, also should have master's level education in certain areas should have a PhD level Education, to gradually build our complete training system of vocational education and education system for our multi-level vocational education training personnel.Second, communication should be strengthened between general higher education and higher vocational education. Both the two education systems should promote and exchange science and technology with each other, but also through effective means to promote education and between the two systems between qualifications Communication, the educated academic progress and to provide more ways to improve, so that they can according to their interests and learning styles and learning methods selection, and truly learn a director, have learned to use.Third, in order to cultivate high-quality personnel faster. In admission to vocational students the proportion of vocational high school graduates should be maximized, while high school graduates should be appropriate to reduce the enrollment ratio. Only this, China's vocational education can achieve faster development. The proportion of the graduates of middle vocational education institutions admitted to higher vocational institutions is too low. We cannot meet the needs of economic development and the requirements of postgraduate students, and even cause a waste of talent.
