Balanced development of basic education is one of the hot topics of education research area in recent years in China. Informed researches are mainly on connotation, genetic analysis and policy argument of balanced development of basic education. They are mostly speculative arguments and positive analysis, and the researches are mainly on how to achieve balancedd evelopment of basic education in the distribution of resource.the disadvantages are that case study of balanced development of basic education in specific regions is not paid enough attention and the research of culture balanced development of basic education is not enough.In consideration of the two shortages in balanced development of basic education research:case study of balanced development of basic education in specific regions is not paid enough attention and the research of culture balanced development of basic education is not enough, the writer take Yaoshan Area of Guizhou Province as a study case, through fieldwork, we found that in the development of the basic education there, the local school education arem ainly impart modern discipline knowledge which is urban oriented, but the Yao people's local knowledge and their traditional national culture are not given expression to the student in the school education, resulting in the basic education in Yaoshan community escaping from the local cultural habitat of Yao people. And the basic education in Yaoshan community is not taking the responsibility of inheriting the Yao people's traditional national culture and promoting the endogenous development of Yaoshan community.On the foundation of sufficiently realizing the cultural predicament of the basic education in Yaoshan community, this text tries to seek the cultural route of balanced development of basic education in Yaoshan area. First, I classify the basic education in Yaoshan community as two types:the traditional community basic education that inherits Yao people's local knowledge and their traditional national culture and the modern school basic education which impart modern discipline knowledge. And then apply structural functionalism theory to discuss the function of the traditional community basic education in promoting the endogenous development of Yaoshan community and encouraging the Yao people's national identity. Meanwhile, utilize National theory to probe into the effect of the modern school basic education in pushing forward the modernization of Yaoshan community and encouraging the Yao people's national identity.Through the analysis and discuss above, I propose that the basic education in Yaoshan community bears two missions:inh eriting the Yao people's traditionaln ational culturea nd promoting theY aoshan community modernization. So we think that the Cultural Route of Balanced Development of Basic Education in Yaoshan community is making the Yao people's traditional national culture and modern discipline knowledge merging together. In specific words:promote the Yao people's local knowledge and their traditional national culture into School-based curriculum; strengthen the substantiality integration of the traditional community basic education and the modern school basic education; foster schoolteachers who have the quality of multicultural to promote the culture balanced development of basic education in Yaoshan community.
