The target of popularizing "nine-year compulsory education" was fundamentally realized at the end of 20th century, which is, to some extent, a historic outcome of the development of basic education in our country. But we must recognize following facts: the basic condition of popularizing compulsory education is poor and the whole level of basic education is not very high; the gap of basic education level between east and west, rural areas and cities, minorities areas of our country is still increasingly expanding at present; and the opportunity of different groups being educated is obviously distinction. However, basic education is closely related to the essential benefit of the masses, so it is the substantial need of basis education to make the basic education develop evenly. It's also the embodiment of equity and equitableness of socialism's education to make the basic education develop evenly. In the new century, basic education is faced with many new challenges, as its mission of reforming and development is still very great. It's one of the greatest missions to resolve the problem of imbalanced development of basic education. Therefore, it's essential for us to hold the new conception of developing basic education well balanced and regard it as an important principle to reform and develop basic education now and in future. This is the ideology of this research.Being affected by history, nature and other factors, basic education is relatively disadvantageous in the northwest minority areas of our country. Compared with the whole level of our country, the basic education of those areas develops slowly, behindhand and evidently imbalanced. It's impossible to realize the equity and equal development of basic education in our country if those problems couldn't change. And it's difficult to for the basic education in northwest minority areas to get out of the lag plight that exists for long. Thereby the dissertation aims to bring forward countermeasures of how to settle those problems that affect the balanced development in the northwest minority areas of our country based on deeply analysis and researches.The main contents of this dissertation are as following:The prolegomenon- Chapter one introduced international background of thebalanced development of basic education and efficient measures many countries adopted in the course of realizing the balanced development of basic education presently. In addition, the author summarized the situation and problem of the balanced development of basic education in our country, the status quo of researches on and balanced development of basic education. Based on the summarization, he put forward the plan and method of this research.Chapter two analyzed matters related to balanced development of education theoretically. Although the new idea of developing basic education evenly has made scholars that are engaged in educational theories and practice pay much attention to it, researches on the issue of developing basic education evenly is still in the phase of attempt and exploration theoretically and demonstratively. Further researches is essential to enrich the issue of developing basic education evenly so that the theory of developing basic education evenly can become more scientific. Based on the above thought, the author addressed himself to theoretic issues related to developing basic education evenly, introduced his ideas and researches in detail. The theoretic issues of developing basic education evenly involved in meaning, significance and principles of it, and also involved in the relationship between developing basic education evenly and education equity. Meanwhile, the dissertation particularly compared some experiences and measures of U.S.A, Britain, Japan and South Korea in the course of advancing the even development of basic education. Purpose of those summarization and comparison are improving people's understanding of the theory of developing basic education evenly by clarifying some incorrect concept of some people on one hand.
