It has been four years since the implementation of tuition-free policy on normal students, which made the tuition-free normal students exposed to extensive attention of the whole society. The government tried ways to promote this policy, hoping more excellent and idealistic high-school graduates to take up teaching jobs, so as to improve the rural normal education and realize education justice. Researches show the inadequate learning power of those tuition-free normal students, which influence not only their academic performance, but also the effects of the tuition-free policy, which eventually decides the competence of the students as teachers.This paper takes those tuition-free normal students as research objects. By combining quantitative and qualitative research methods, we aim to present the situation and underlying deep reasons of their learning power, so as to provide relevant data, methods and measures to improve the police.This paper consists of five parts:In the first part, we review the literatures of research on the learning power, summarize the related theories, and present the search methods and purpose of this search.In the second part, on the basis of interview and theories studying, we use the self-designed questionnaire, named Questionnaire on Tuition-free Students' Learning power>, to survey the students. Then, we find the five factors that influence their learning power most, which are learning motivations, interests, attitude, mood and policy.In the third part, we analyze the results of the questionnaire; summarize the influences of the five factors. We then compare those students' difference of learning power on gender, grade, origin, and major, and finally we summarize the problems that those students have in learning.In the forth part, we analyze the underlying deep reasons that lead to the inadequate learning power of tuition-free students.In the fifth part, on the basis of the interview and analysis in the former chapters, we generalize some appropriate counter measures and suggestions from the government, the school and the students' perspectives.
