The College Entrance Examination has received much concern. They are always provided by central government except some cities like Beijing and Shanghai. From 2004, more provinces, municipalities, autonomous regions begin to design their own College Entrance Examination paper. However, the potential of designing the paper independently doesn't demonstrate the desired characteristics and advantages, which as a result couldn't embody the regional cultural characteristics in the width, depth and reliability. How to pay more attention to the inheritance of the local culture in the increasingly diversified contemporary society and enable students to understand the connotation of their local culture positively is of much importance to students' overall development.Firstly, the author conducts stylistic analysis on the college entrance examination paper of Chinese and the comprehensive humanities of Chongqing Municipality and Sichuan province who have the right to design the paper independently and collects the examination content with obvious local cultural characteristics within these papers. The characteristics with local culture in Chinese test paper mainly lie in the use of language and words. The special local characteristics in the comprehensive humanity test paper occupy a more large scale but the width and depth of the concrete contents need digging in a further way. Through the investigation and interview on the relative teachers and the staff of college entrance examination, the author finds comparatively that there are not many test points on local culture in the Chinese examination paper, and the comprehensive humanity examination paper and the test structures are simple and fixed. These features could not reveal the specialty of local culture and also could not give full play to the advantage of independent design of college entrance examination tests.Secondly, by means of further analysis and generalization, the author foundthat, both the Chinese examination and the comprehensive humanity examination paper are relatively lacking in characteristics of regional culture since Chongqing Municipality and Sichuan province have been privileged to design the college entrance examination paper. The problem mainly lies in three aspects. First, knowledge of regional culture covers merely a narrow area. The test should take all students into consideration so as to make the exam fair. Second, the depth of knowledge about regional culture is insufficient. The exam should not only just remain on the level of knowledge, but more importantly test students' capability of comprehensive analysis and application and develop their ability to do research. Furthermore, the test should be profound to some extent and thus improve students'comprehensive ability. Lastly, the reliability related with testing the regional culture needs to be improved. Being a new event, independent design for college entrance exam is still on the stage of exploration, therefore, it is worthwhile for everyone to think carefully how to improve the efficiency of the independent exam.Next, the author propose the following reasons about why the regional cultural characteristics are deficient in Chinese and Liberal arts comprehensive paper of College entrance examination. Firstly, it is due to the influence of the traditional college entrance examination proposition system, there is still a long way to go for the local independent design. Secondly, there is a lack of culture consciousness for the people. Cultural diversity is advancing, the culture heritage cannot be neglected, and cultivating well-rounded people are the ultimate goal of the culture education. Thirdly, people cannot emancipate their mind and keep pace with the times. Lastly, there are no other's experiences we can learn from. Therefore, lacking of regional features is in deep relation with the culture heritage, the students'overall development, and most importantly, it cannot highlight the local superiority.Finally, based on the fairness and equity principle, and the standpoint of revealing regional cultural characteristics, the author propose the following suggestions to enhance the regional cultural characteristics of the Chinese and Liberal arts comprehensive paper of College entrance examination, first, placing more focus on the development of the local course and based curriculum, increasing students' understanding of their hometown so as to ensure their love to hometown. Secondly, revealing regional cultural characteristics while teaching. Examination is just a means but not an end; a test paper cannot reflect vividly the problems of students. Therefore, it is necessary to integrate the regional culture education with students' study life. Thirdly, maintaining a strict test standard and designing the test scientifically. Lastly, establishing the post-exam feedback system is also necessary.
