As China's education development and reform, more and more attention on the teacher's role, primary and secondary teacher training become an important issue. In recent years, relevant departments at different levels put a lot of manpower, material and financial resources to strengthen the primary and secondary teachers'training. However, due to various constraints, the current teachers'training, especially in rural areas, the teachers'training is also have widespread formal, ineffective and other questions. Three-quarters of the country's total share of primary and secondary teachers, rural teachers is the main force of China's educational undertakings, which directly determines the quality of the current quality of primary and secondary education is good or bad. Teachers' training is to improve the overall quality of rural primary and secondary teachers the means necessary to achieve educational comprehensive, rapid, balanced and harmonious development. With the national policy of improving teacher education, education in rural areas has been increasing attention to, teacher training in rural areas will inevitably become the focus of the study, teachers in rural areas to the existing analysis and research training programs are very necessary to study. In fact, it is found from the participatory observation and interviewing of some training teachers that there exist some problems to be improved urgently in present teachers'training, such as inaccurate orientation of teachers'training goal, lack of systematic structure in designing syllabus, setting topics according to teachers, simple form in its implementation, to-be-improved evaluation and management, and so on. Through personal involvement, field research, questionnaires, interviews, observation on the current effectiveness of rural primary and secondary teacher training, a detailed analysis of the current situation of statistics, the sum of the current teachers'training in rural areas face difficulties and confusion, from the training situation, this paper discusses the effectiveness of teacher training for rural primary and secondary schools need to study. Explain the effectiveness of rural primary and secondary teacher training and research content of the three dimensions:training effectiveness, training efficiency, training Benefit, and to further validate and illustrate the feasibility of dividing these three dimensions. On this basis, proposed a Teacher-oriented e training" and " Student-oriented education" -a combination of training concept, and under the guidance of this concept based on practical training from the position, based on the comprehensive training process, based on real training, based on practical training methods, based on sound protection mechanism, and several other aspects to improve and enhance rural primary and secondary teacher training effectiveness. Paper is divided into four chapters:Chapter 1:Introduction. Describes why this research topic, purpose and significance of topic, of the effectiveness of rural primary and secondary teacher training content related concepts, briefly reviews the international research on teacher training, status and issues; to clarify the research ideas, research methods and focus of the study and difficult.Chapter 2:Survey and Analysis. Questionnaire and interview results of detailed analysis, organize, summarize, and review the existing literature on the basis of the effectiveness of the training status of teachers in rural areas.Chapter 3:Factors and its reasons. Discussed in depth the effectiveness of rural primary and secondary teachers in the basic principles of training and a trial on this basis, the proposed " Teacher-oriented e training" and " Student-oriented education "a combination of training philosophy, Under the guidance of this idea proposed to increase the effectiveness of rural primary and secondary teacher training strategy.
