In elementary education of our country, science education includes physics, chemistry, biology and natural geography. The common value seeking and highest ideal of these subjects is to improve the students'scientific literacy, but their particular educational objectives are different because of different research objects. The research object of biological science is life phenomenon and the rules of life activities, and biological science is the basic of agriculture, forestry, animal husbandry, sideline, fishery, medicine and health, environmental protection and other applied science. It comes to conclusion that biology teaching should be taken seriously. However, affected by the concept of exam-oriented education, biological education in school is regarded as "minor course" and occupies inferior position. Comparing with physics and chemistry which all belong to the field of science education, the trend of biology teaching's development shows badly disequilibrium.From the modern society needs, this study based on the concept of education equity. According to the actual situation of science education in our primary and middle schools, especially the current situation of implementation and existing problems of biology teaching in some high school in Shaanxi province, this study actively explore the theoretical basis and practical strategies of biology subject' balanced development in science education, so as to attract all the educators'attention on the balanced development of subject education.This paper is divided into five parts. The first part is the introduction of this paper, including the research background, the present research status at home and abroad, the research thoughts and methods, as well as the definitions of some concepts related to this study. The second part is about the development of biological science, including the history of life science, the development of biology course, as well as the development of biology teaching in our high schools. This part introduces the process of development of biological science from three angles, which are culture, course and school education. As we know, curriculum is the inheritance of culture, and education is the practice of course. Only by familiarizing the historical development process of something, can we learn how to face the problems of biology teaching in nowadays, and open up the future development path. The third part is to introduce the basic theories on the balanced development of biology teaching. Above all, It introduces some existing theories on the balanced development of subject education from three aspects, which are Rawls' educational equity theory, scientific development view, and some strategies of subjects' balanced development. Then this study shows the particular value of biology teaching in science education depend on value analyses of science education. At last this paper discusses the necessity of biology teaching' balanced development from three angles, which are the development of science, society and human self. The fourth part is the empirical study part. Firstly, it introduces the present situation of biology education in America and our country, and examines the differences between them. Secondly, it concludes the current situation of biology teaching in Shaanxi province, on which it makes a thorough analysis of the essential reasons. The fifth part is the countermeasures and the suggestions for promoting biology teaching's balanced development in science education. In order to make every subjects of science education develop with balance, this study gives some advices to our country, the managers of school education and biology teachers.
