Evaluate the quality of higher education is to improve the quality of education, promote the coordinated development of higher education an important way. According to the "long-term education reform and the National Development Plan (2010-2020)" The data show that in 2009 the gross enrollment rate of higher education reached 24.2%, by 2020 this figure will reach 40.0%, we can see, China popularization of higher education has entered the stage. However, our higher education formed the elite stage of assessment methods, for now, the popular stage, there are many problems: education quality evaluation of protection mechanism is not perfect; index system is not perfect; educational evaluation of the main one; Education Quality Evaluation degree of specialization is not high, lack of originality and so on. This evaluation mechanism, it is difficult to adapt to the reality of China's higher education needs.
