In the background of teachers'professional development and teacher education reform, the teacher professional development is the tide and trend of the reform anddevelopment of international teacher education. Similarly in our country, teacher education reform and the professional development of teachers is also vigorously promote.Driven by the background of such situation and the basic education curriculum reform in the context of how to promote the professional development of teachers and how to promote the healthy development of primary and secondary school teachers has become the hot point of the experts from home and abroad. The fine evaluation of teacher professional development is essential for teacher professional development component, which directly related to the professional development of teachers and school education quality. As far as conclued, improving teachers'professional development is inseparable from the evaluation of teacher professional development, it will help further expand the professional development of teachers with the way of good evaluation of professional development.In last year's the"Outline of the National Medium and Long Term Programme for Education Reform and Development(2010—2020)"says that it will be strengthed the construction of teaching staff in once again.So,it is most important that making the teachers'evaluation more than ever.Many problems need to get through effective and accurate evaluation of the answer. So,in such background, promoting the professional development of teachers evaluation model to be introduced to the scientific evaluation of the professional development of teachers in compulsory education process will give a help for building the excellent teachers.It is not only to hiring, promotion, and appraised,but also really makes the evaluation and teacher professional development closely integrated.From above all, the author summer the international evaluation of teachers'professional development and application of theoretical research results on the compulsory education-oriented way to positioned the teachers'evaluation as a topic of compulsory education teacher professionalization of the evaluation index system。During the reasearch process, through empirical investigation in Hefei primary and secondary schools, it is supposed to establish a targeted professional development of teachers in compulsory education evaluation system.It consists of four parts:(1) The introduction part. This section introduces the topics of reason.during the way of definition of key concepts and evaluation of teacher professional development at home and abroad the present situation of the present study theoretical and practical significance, to point out the research methodology and analysis tools.(2) The theoretical analysis part. This section explains the main method of educational evaluation and evaluation index system for the content of education conducted in-depth research to discuss the feasibility of evaluation index system construction and significance.(3)The index system part. This section is the core of this paper. The first thing is to develop the principles of evaluation index system and research programs, according to the principles of design evaluation index system and programs, research and the extensive literature on the basis of empirical research, collection evaluation; then collecte the contents of the evaluation indicators prepared professional teachers evaluation of questionnaire, part of compulsory education in Hefei school principals and teachers conducted a survey; by analysing the questionnaires with the SPSS13.0 statistical software of statistical analysis of questionnaires and extract key indicators and the indicators of changes to determine the evaluation index system; determine the index weight; compulsory education teacher professional development evaluation criteria and rules are explained.At last, the results of statistical analysis of the questionnaire prepared on the basis of the "interview outline".In Hefei compulsory education of 20 school principals and teachers were interviewed to test the scientific evaluation and feasibility and validity testing.(4) The conclusion and outlook section. This section summarizes the conclusions of this study; for the course of the study the problems and deficiencies in the proposed Prospect.
