Education is an important factor for a country and a nation in the future survival and development, and especially for compulsory education. The development of compulsory education have a direct impact on the development of education, therefore the government and the general public should be bring more attention in compulsory education. Since the reform and opening up of China, compulsory education has been greatly improved, especially in recent years, the rapid increase in the amount of investment in compulsory education was very fast, but there still exist many problems in China, one of the most prominent one is the difference between urban and rural compulsory education problem.First of all ,this article analyzes the compulsory education in tempt to raise public concern doing something narrow urban and rural compulsory education level. second, After the comparative analysis including enrollment of compulsory education level, teachers level and the level of school conditions between the urban and rural compulsory education ,we can draw the conclusion that the distance between the two is quite large. In the core contents, through analysis which is using of the New Institutional Economics and New Political Economy can explain the reason of the central and local governments, government officials, various interest groups ,so we can find the basic reason,Including the drawbacks of urban-rural dual economic structure, classification management of local government finance system based disadvantages, and transfer payment system is not perfect. Finally, according to the causes of differences between urban and rural levels of compulsory education, the author give his policy recommendations.
