Ducational equity is an important foundation of social equity.Educational equity is the extension and reflection of social equity in the field of education.Educational inequity is the greatest inequity in society.Among them,the inequity of compulsory education between urban and rural areas is the most extensive and basic inequity covering the population.Acceptance of compulsory education is a basic right of citizens.Implementing compulsory education is an important responsibility of the government.Supporting compulsory education is a common task of the whole society.Compulsory education is a basic public service for all school-age children and adolescents.It is the legal responsibility of the government to provide fair compulsory education.Premier Li Keqiang of the State Council pointed out in his report on government work on March 5,2018 that fair and quality education should be developed.During the Twelfth Five-Year Plan period,Heilongjiang Province comprehensively implemented the working principle of "giving priority to development,educating people first,reforming and innovating,promoting fairness and improving quality".Significant achievements have been made in the development of educational reform,which further met the needs of economic and social development and the people to receive good education and laid a solid foundation for the development of educational reform during the Thirteenth Five-Year Plan period.Although our province has made a lot of efforts in promoting education equity,compared with other economically developed provinces,there are still many deficiencies in the fairness of urban and rural compulsory education in our province.These deficiencies are closely related to the situation of Heilongjiang Province.Heilongjiang has been a large agricultural province since ancient times,with many farmers.In the long process of development,due to economic and historical reasons,etc.As a result,the development of compulsory education in the vast rural areas is not as good as that in the urban areas.The gap between urban and rural compulsory education is large.There are gaps in population resources,education funds,teachers' resources and school-running conditions.There is a certain gap between rural schools and urban schools in hardware and software facilities.Therefore,how to evaluate the fairness of urban and rural compulsory education in Heilongjiang Province? It is very necessary to analyze the reasons that affect the fairness between urban and rural areas,and put forward the countermeasures to promote the fair development of compulsory education between urban and rural areas in Heilongjiang Province.This paper adopts the methods of literature research,empirical analysis and questionnaire survey,combines qualitative and quantitative methods,takes the theory of equal educational opportunities and structural functionalism as the basic theory,draws lessons from OECD education index system and applies CIPP analysis model to construct the equity index of urban and rural compulsory education in Heilongjiang Province from four aspects: background,input,process and result.The system evaluates all kinds of indicators by the method of coefficient of variation,further analyses the causes of this inequity,and puts forward some pertinent suggestions to promote the fairness of compulsory education in our province,hoping to be helpful to promote the fairness of compulsory education in urban and rural areas in our province.
