Research Of The Post Evaluation Mechanism On The Implementation Of "Quality Engineering" Projects In Undergraduate Education

In order to build an innovative country and a socialist harmonious society, the reform and development of higher education focus on improving the quality. The Ministry of Education, Ministry of Finance implemented the"Quality Engineering"In 2007.With the implementation of"Quality engineering"Projects, we have achieved fruitful results in recent years, but there are many problems. For example,the university pay attention to declare and lack construction. The government attach importance to review and lack supervision. The effect of construction projects is not obvious. Therefore, we combined with the actual implementation of"Quality Engineering"construction projects, propose to establish the effective post evaluation mechanism in"Quality Engineering"project management, Evaluating and monitoring the projects. Provide the references to national education administrative department for the system and policy of post evaluation in education construction projects in China.The article integrated the system of control and feedback theory and post-evaluation theory to proof the necessity and feasibility of the establishment of the post evaluation mechanism in"Quality Engineering"projects. The main contents are as follows:(l)Study on the coneeptions of"Quality engineering"Projects,the construction model of"Quality engineering". Clarify the relationship between project approval and construction.Defining the coneeptions of evaluation and mechanism , abstracting the elements of post evaluation mechanism,in oeder to settle the theoretical basis for the construction of post evaluation mechanism in project management. (2)Study on the construction goal and expected results and analysis the situation of the construction projects,Pointing out the existing problems. We analysis the reasons of these from the new regulations economics,and know the lack of evaluation mechanism in"Quality Engineering"projects. Base on this,we propose to establish the post evaluation mechanism in"Quality Engineering"projects management.(3)We firmly hold of principal line of the existing problems in the implementation of"Quality Engineering"projects, on the basis of project post evaluation theory,conceive the post evaluation model in"Quality Engineering"projects.Including the organization,principal part, technological process,standard system of the post evaluation, etc.;Try to construct the post-assessment mechanisms in"Quality Engineering"projects. For axample, the management and monitoring mechanism,the information feedback mechanism, risk early warning mechanism ,incentive and restraint mechanism,Strengthening the internal quality monitoring and evaluation.Try to establish the management mechanism of the post-project evaluation.
