College students are the main force of the future of the socialist modernization ,so Chinese Communist Party and the state set much value on their political ideology conditions. Science and engineering students is an important part of college students, it must be very important to research the ideological and moral formation of science and engineering students. In this paper, the sample questionnaire survey is taken in Inner Mongolia University. Questionnaire method and in-depth interview are main research methods. This thesis consists of four parts:Part I forcus on the theoretical basis research ,the realistic significance and research methods. The theoretical basis of this study was: first, the basic theory of quality education; Second, the realm of life in philosophy of education; third, inter-subjectivity stresses in ideological and political education; four, the talent opinion in both ability and political integrity in the traditional Chinese culture. Practical significances are: in favour of educating comprehensive development of high-quality students;in favour of long-term development of science and engineering universities; in favour of improving population quality and construcing cultural environment;in favour of building a well-off society. The research methods are questionnaire, interview and documentary data method.Part II analyzed ideological and political status of science and engineering students. In former part,it was the analysis on present situation of morality and competence of college students ;in later part,it was the analysis on questionnaires of Inner Mongolia University of Science and Technology.Including political ideology, moral ideas, concept of money, beliefs, motive for communist party membership, choices of friends, career ideas, social practical situation, the national spirit of understanding, the attitudes about ideological and political course and marxist theory course, etc.Part III, analized the reasons from history and reality dimensions. Historical factors mainly refer to the values of modern cultural orientation; real factors include the macro-social factors and micro enterprises, schools, families, peer groups, teachers, their professional factors.It was a comprehensive analysis.Part IV researched measures of strengthening and improving ideological and moral education of science and engineering students. This part excluded historical, social and other reasons .This article focused on the important role of school education in the course of forming the moral formation. First, schools should establish a student-centered, and promote comprehensive development of students in the quality of new ideas. Second, innovative methods of the ideological and political work , paying attention to care and psychological counseling. Thirdly, enrich the content of the traditional ideological and political education by traditional culture education, humanities and social knowledge, ideals and beliefs education. Fourth, improve the theory of ideological and political quality and practical skills of teachers.Fifth, Schools should create conditions to improve the quality of teachers...
