Study Of Engineering University Students’ Legal Attainment

Rule of law was the central theme of the Fourth Plenary Session of the 18 th CPC Central Committee, which was the first time for a CPC session to center on the rule of law and would be the key to realizing the party’s goal of deepening the reform comprehensively. Report of the 18 th CPC National Congress clarified that the shift from the legal system to the system of the rule of law is currently a key feature of the process of developing the rule of law in China. The Report to the 17 th CPC National Congress called for fulfilling the basic strategy of the rule of law. The Report to the 18 th CPC National Congress emphasized “comprehensively pushing forward the rule of law.” This shows a shift from the macro level to the micro level. After the realization of the legal system in China, it is necessary to construct a system of rule by law. The system of the rule of law will be completed when in all aspects the rule of law is formed. This will help realize the legal goals of comprehensively completing the building of a well-off society. The status of the spirit of the rule of law is ahead of the concept of the socialist rule of law. This is a new change, and an essential part for the party in the construction of rule of law. Meanwhile, the Decision made clear the opposition to three behaviors: fiat in place of law; using power to suppress the law; and bending the law for personal gain. Science and engineering students are the important force in the construction of China’s socialist rule of law, the integral part of all its citizens. In order to improve the legal quality of all citizens, it is meaningful to improve the legal quality of science and engineering students. At the same time, it would exert a great influence on the construction of China’s socialist rule of law. This research of the legal quality of science and engineering students would lay an important foundation for the steady development of our socialism. The research target of this paper is the college students studying in science and engineering. Under the socialist concept of rule of law, this paper analyses the survey result about the legal quality of science and engineering students who are studying in North University of China, which is compared with the survey result of the legal quality of a part of social science students of North University of China. After intensive studies, this paper identifies the main problems existed among science and engineering students of North University of China and comes up with some reasons to cause those problems. Further more, this paper summarizes an effective and accessible counter measure specially aiming at science and engineering students of North University of China, so as to guide its science and engineering students to improve their legal consciences through learning the basic knowledge of law, and then enhance their ability to apply legal concepts and theory into practice. It will improve the overall legal quality of science and engineering students of North University of China, and contribute to its legal education. More over, because the contributor factors are similar, the research of the legal quality of science and engineering students of North University of China also can be applied to the legal quality research of all other science and engineering students in China.
