Research On Countermeasures Of Societies Development In Hengyang

Nowadays, market economic system of our nation has been set up and perfected step by step, and the social management model has been changing into the direction of"small government and big society". Society organizations, as important independent management institutions, are playing more and more important co-ordination, support and supplement roles in the space of governments and enterprises. But society organizations are plagued with problems in the aspects of organization construction, operating mechanism, activity patterns and internal management. These problems have seriously affected their roles played and their own further development. It is urgent for us to research on the management model, operating mechanism, activity patterns of society organizations that comply with the law of development science and technology organizations. Otherwise it is difficult for us to promote theoretical innovation, institutional innovation and the establishment of China's modern society system.First of all, the author described the research background and significance on the development of society organizations, summarized and assessed the current status of relevant scholars at home and abroad, and presented the analytical framework and way of this paper. Secondly, he introduced the theoretical basis and history of the development of China's society organizations and described the nature and characteristics of society organizations. Finally, he came to the rational knowledge on the law of development of society organizations.By combination of theory and examples, the author extracted by some universal problems of development of organization organizations based on the datum of local society organizations. The author also analyzed the relevant issues by the use of "good governance theory", and pointed out the external difficulties and internal difficulties of development of society organizations. The external difficulties faced by society organizations were grouped into three aspects: the current environment of society organizations and dynamic mechanism of development of society organizations; the legal system was imperfect; management system was not smooth. The internal difficulties faced by society organizations were also grouped into three aspects: Sense of service was not strong; organizational capacity was weak; operating level was low. Based on the above analysis, the author put forward some targeted countermeasures by drawing on the advanced experience of foreign society organizations, which were divided into the measures for the external environment and the measures for internal self-capacity building approach. The measures for the external environment were including: improving the legal system, improving government management, strengthening supervision and management and increasing support for efforts to society organizations. The measures for internal self-capacity building approach were including: Strengthening the main position of the membership, strengthening the building of society organizations and establishing business philosophy.The innovation of this paper is following: First, the author analyzed the relevant issues of development of society organizations by the use of "good governance theory"; second, he not only by drawing on the advanced experience of foreign society organizations but also according to the actual situation of our nation put forward some targeted countermeasures to improve the development of society organizations.
