The Dilemmaand Countermeasures Of Local University Internal Governance From The Perspective Of Good Governance

Local university have become an integral part of one city with its pursuit of serve the local economic and social development.The process of local university development is also realize the values of local university,it also plays an irreplaceable role in the regional economic construction and social development.However,in the process of local university internal governance has encountered unprecedented difficulties,and it results a series of bottlenecks which restricting the development of the local university.Thus the local university must find a new and effective governance model,the appearance of good governance can help to achieve the ideal of university governance.Although Good governance is the concept in political science,but its philosophy emphasizes the elements include the rule of law,legitimacy,transparency,accountability,response and effective can be used in local university internal governance.The essence of Good governance is the maximize of the public interests,it has guiding significance in breaking through the dilemma of local university internal governance,and also advantageous to the liberation and enhance the vitality of university education,breaking the mechanism disadvantages of the internal management system.This article start with the introduction of related concepts of local university and internal governance,and give a detailed discussion on its theoretical basis and significance.Then through the investigation statistics and analyze the case research,based on the five aspects include legitimacy,transparency,accountability,effectiveness,and response to analyzes the problems existing in the internal governance of local university,then digging its root causes.Finally,based on the previous studies,put forward five aspects of path selection,which include put “run school by law” into practice,the innovation of “open the school affair”,improve the running of power and responsibility mechanism,set up reasonable internal organizations,clear the communication channels.Innovation points of the research is teasing and reflection the dilemma existed in the local university internal governance from the perspective of good governance,and give a comprehensively and systematically analyses from the governance theory itself to the problems exists in practical use and then combining the theory of good governance to make the analysis more comprehensive and in-depth.Besides,this paper has high theory value which based on the realistic application of governance theory,and stood in a higher theoretical level,to abstract the university internal governance structure into a network management system,by using the theory of system theory and such philosophical theories to analyze its rationality and internal logic.
