At present,China is constantly promoting the construction of preschool education p ublic service system.As an important part of China’s modern national governance syst em,social organizations play an important role in the construction of preschool educat ion public service system in China.However,in the policy discourse system related to preschool education,social organizations seem to participate in the construction of "k indergarten" and "donation for education",which on the one hand limits the participati on path of social organizations,and on the other hand ignores the multiple possibilitie s of social organizations’ participation.In fact,we have already had a lot of social orga nizations to engage in the preschool education in our country by means of a variety of public service system construction,such as China Preschool Education Research Asso ciation,the China Development Research Foundation,Yi Yang Education Institute an d so on,therefore,this research adopts case study method,choose the typical social or ganizations in the field of preschool education benefits of China as the research object,This paper focuses on the practical actions and functions of China Welfare Institute in the construction of public service system of preschool education in China,and analyz es the necessary conditions behind its functions,in order to provide reference for other social organizations and the introduction of relevant policies.Firstly for social organization theory and analysis of preschool education in our cou ntry public service theory,found the two on the nature,the logical starting point,the v alue target is consistent,social organizations and preschool education in our country p ublic have public welfare nature,logical starting point is based on the artificial center,value goal is the pursuit of fairness,Theoretically,there is an inherent coupling and ch imerism between the two,which is the theoretical basis for social organizations to part icipate in the construction of China’s preschool education public service system.Seco ndly,the expectation of social organizations’ participation in the construction of public service system of preschool education in China is explored in the policy documents,a nd it is found that the government has opened space for social organizations in four as pects of kindergarten,donation for education,assistance for vulnerable groups and nur series for infants aged 0-3 years,and provided partial institutional guarantee.Then,thr ough the case analysis of China Welfare Institute,it is found that it has taken actions i n the resource supply of China’s public service system of preschool education,the con struction of education staff,the improvement of education quality,the compensation f or the vulnerable,and social publicity.It is responsible for the supplement of high-qua lity preschool education resources,the exploration of preschool education,the help of preschool education in central and western China,and the smooth participation channe ls of nongovernmental preschool education.The reasons behind it lie in the manageme nt mode,resource advantages and internal governance structure of China Welfare Insti tute.The practice action of China Welfare Institute in the construction of public servic e system of preschool education in Our country is diversified and rich.Through the ro le of China Welfare Institute in the construction of public service system of preschool education in our country,both the government and social organizations have put forw ard expectations.For social organizations,it is necessary to constantly improve their i nternal governance structure,expand their horizons of participation,and actively coop erate with other social organizations.For the government,it is necessary to release the vitality of social organizations,provide policy incentives and institutional guarantees for their diversified participation,and build cooperation platforms for social organizati ons to promote cooperation among them.
