| The integration of urban and rural education is the necessary link to realize the fair development of education,and the integration of urban and rural education is in essence the integration of urban education and rural education into an educational community,the two are related based on the common goal of promoting the good development of students.In recent years,various parts of the country have taken corresponding measures to promote the balanced development of compulsory education and achieved certain results.At the same time,we also find that there is an unavoidable problem in the process of the integration of urban and rural education-the balance of urban and rural teacher resources.To promote the balance of urban and rural teacher resources is the key to promote the integration of urban and rural education,and the allocation of rural teacher resources is worthy of our attention.With the rapid development of urban education,a large number of rural students have flooded into the city,the source of rural students has been greatly lost,and the funds for rural schools are insufficient,coupled with the poor school environment,inadequate infrastructure and equipment,relatively limited development space,relatively low wages and other factors,the existing rural teachers do not want to stay,the lack of preferential conditions to attract new teachers to rural schools leads to the shortage of teachers resources in rural areas,which makes it difficult to develop rural education and improve the quality of education and teaching.In this paper,from a micro perspecyive,in-depth study of the status of rural teacher resource allocation.At the beginning of the study,first of all,the integration of urban and rural education,rural teachers,rural teacher resource allocation and other concepts defined,to provide theoretical support for the research based on educational Equity theory,human resource management theory and teacher professional development theory,and to adopt the methods of literature study,Case Study and empirical study,taking the basic situation of H County as an analysis sample,this paper expounds the present situation of the allocation of rural teacher resources from four aspects,namely,the situation of the rural teacher ranks,the situation of the mobility,the situation of the training and the situation of the salary,it is found that the total number of teachers in the allocation of teachers resources in rural areas is overstaffed,but there is a structural shortage;the gender structure of teachers in rural areas is unbalanced,the age structure is aging,the educational level is low,and the overall professional title level is low,the subject structure is not balanced,the professional level needs to be improved,and the loss of rural teachers has aggravated the shortage of rural teachers.The main reasons are that the existing primary and secondary school teacher establishment is difficult to meet the needs of schools,urban and rural education investment imbalance,rural school education resources relatively backward.After finding out the difficulties and reasons of the allocation of rural teacher resources,the author puts forward some countermeasures,to separately approve the establishment of young children with additional parts;to establish a mechanism for teachers to withdraw from the system and to make up the establishment in a timely manner;and secondly,to broaden the channels for supplementary teacher resources and strengthen training,and to continue to carry out open recruitment and introduce high-level talents,to publicize and encourage public-funded normal students to enter rural schools to teach,recruit special post teachers for rural schools,at the same time,to implement the policy of returning local talents,to publicize and guide overseas native talents to return actively to their hometowns,and to strengthen teacher training,the third is to optimize the management of resources and improve the conditions of running a school,through the training of teachers’ professional ability,the training of teachers’ morality and the training project of famous teachers in primary and middle schools,etc.,we will increase investment in education,innovate school-running models,and deepen the reform of“County-level management of school employment”.To sum up,the key to solve the problem of unbalanced development of urban and rural education is to allocate rural teacher resources scientifically and rationally.I hope that the research results of this paper can be helpful to the related theoretical research,for other areas may appear similar problems to provide a theoretical reference to promote the integration of urban and rural education. |
