With the constant enlarging of Higher Education scale in China, the traditional management idea and management mode don't adapt to the demand of Higher Education's popularization development. It is a generally recognition that Higher Education in China must be transform from extension development that blind pursuit scale and number into content development that is in order to improve the quality of education and train human resource to adapt to the development of technical, economic and social. It has become a widely studied great subject that the improvement of total education quality, reform of management mode and accelerating sustainable and healthy development of Higher Vocational Education.Based on deep analysis of situation of Higher Vocational Education in our nation, reference to Total Quality Management method, combined with the level evaluation of higher vocational colleges personal training work and the safeguard measures of existing vocation education quality, the evaluation system of Higher Vocational Education is further improved and self-assessment mechanism and related indicators of higher vocational colleges is built; Self-assessment mode of education quality in higher vocational colleges is created by using fuzzy synthetic evaluation theory and it is applied to comprehensive evaluate the specific cases; variety of elements that affect higher vocational education quality is analyzed and they are the base of reconstructing improvement system of education quality.
